On March 6, 2024 at approximately 8:27am, Licensing Program Analyst (LPA) Nasiripour, conducted an unannounced, annual inspection. LPA met with Program Director, Molly Walsh, and explained the purpose of the inspection. School is operating within capacity requirements and in compliance with child to staff ratio. Hours of operation have been adjusted to Monday through Friday, from 8:00am to 4:00pm.

Children present had been properly signed in. Classrooms were clean with age-appropriate materials available. The floor and ground surfaces were clear of obstructions or hazards. Each classroom was equipped with cubbies for children's belongings. Accessible furniture, books, art supplies inspected were free of sharp corners or splinters. Facility has child- sized tables and chairs available for seated activities. The children’s bathrooms, located in each classroom, was clean and the fixtures were in operating condition. Per Director, the staff bathroom is located separately. For napping services, LPA observed foldable mats, made from a cleanable material. Per director, napping supplies are washed weekly by authorized representatives. The facility has adequate ventilation, comfortable temperature, and lighting. Facility has 2 built-in smoke detectors, 2 testable carbon monoxide detectors, telephone service, and fire extinguisher: 2A:10:BC located in the kitchen.

LPA reviewed first aid kit during inspection. All cleaning products and toxins are inaccessible to children. Outdoor play area is fenced for supervision. Outdoor toys and equipment are age appropriate and in good condition. Play structures are age appropriate and in good repair. There is adequate cushioning underneath the play structures.

All required postings are properly posted on the bulletin board at the front of the school. Morning and afternoon snacks are provided by the school, with the menu posted. Children bring their own lunch. Kitchen area is inaccessible to children. Kitchen area is clean and free of any toxins or contamination. All food is properly stored to avoid contamination. All storage containers for solid waste have a proper lid.

Per Director, the facility is using Bright Wheel Application for sign in/out. Facility has license and all other required documents posted and visible for the public. Facility has an emergency drill log and last drill was conducted on November 12, 2023. Per Katherine, drills are done every month.

LPA reviewed facility records including: 6 children’s files and 5 personnel files. The records for each child were found to be complete, including their names, addresses, and authorized representative telephone numbers. Each child's file also contains information about their immunization record, medical assessment, and admission agreement. Personnel files contained qualifying requirements such ECE (or related) Units, CPR and Pediatric First Aid Certification, and Mandated Reporter Training.

During inspection, LPA assisted Director with transferring Guardian Background Clearances for two staff members to current facility.

CCC COMPLETED TESTING AND REMEDIATED ALL LEAD EXCEEDANCES


Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The Director was informed about Mandated Reporter training AB 1207. The Mandated Reporter AB 1207 training must be completed every two years by the Licensee and for all staff hired. Training can be taken online at www.mandaterreporterca.com. Also, the Director was reminded of Pesticide training. Information on the DPR website at: www.cdpr.ca.gov/shoolipm/childcare

The Director was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain child care by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

Pesticide regulations were discussed with the Director. In accordance with the Healthy Schools Act, California law requires that anyone using any pesticide must be trained every year in integrated pest management and the safe use of pesticides around children. The director was advised that a free one hour online course is available on the Department of Pesticide Regulation's Web site: www.cdpr.ca.gov/schoolipm/training.
