25 | On June 27, 2023 @ approx. 10:25AM, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee, Rosalva Rosales for an unannounced annual inspection. The purpose of the inspection was explained. Present today was Licensee and 2 helpers and 9 children (2 infants & 7 preschoolers). Licensee is operating within capacity and ratio requirements on this day. At 10:50 am, LPA observed a helper with no criminal background clearance. Hours of operation are Monday– Friday, 8:00am to 5:30pm.
LPA and Licensee toured the home for health and safety hazards. The home is a one-story home. Day Care Areas: Living room, dining room/hallway, bedroom #4, enclosed deck and bathroom. Off Limits Areas: Kitchen, bedroom #1, bedroom #2, bedroom #3 and garage. The home is clean and has proper ventilation. Kitchen is barricaded with child proof gate. Fireplace is barricaded with a screen and playpen. Cleaning supplies and other potentially harmful items are stored and inaccessible to children. There are plenty of age-appropriate toys, child size furnishings, learning material, and playpens. Licensee provides sheets and washes them on a weekly basis. Licensee provides meals for children: breakfast, lunch and afternoon snack. Backyard is equipped with a swing set, climbing structures and other age-appropriate toys, LPA reminded Licensee to maintain toys clean. There are no pools, spas, or other bodies of water on the property.
The home is equipped with a working smoke detector and working carbon monoxide detector and a fully charged fire extinguisher located in kitchen. Isolation area for ill children is in living room and away from other children. First aid kit is fully stocked with supplies. Home is equipped with a landline and Licensee has a cell phone. Per licensee there are no weapons or firearms in the home.
LPA reviewed 5 children’s records; all children’s files are complete. Licensee carries liability insurance through Acord Childcare Insurance. Children’s roster was reviewed and is up to date. Techncial violation was issued for emergency drill, last emergency drill was conducted more than 6 months ago. Staff file was reviewed, all staff files are missing renewal of Pediatric CPR/First Aid and Mandated reporter training which poses a potential health and safety risks to children in care. Type B deficiency is cited on this day in accordance with the California Code of Regulations, Title 22, see LIC 809D and technical violation was cited for Mandated reporter training.
