32 | Licensee Jennifer Nushwat states that Bright Wheel is used to as a text messaging mechanism as well as a tool for staff to report out daily activity of the children, including pictures and video. The program is a secure site that parents are informed about upon enrollment in the program and permissions are granted for parents to have access to the closed private group. Staff have access to the text messaging function to answer questions parents have or request updates on their children. Staff can report out to parents individually or in a group text, and can send pictures and video. Although during the three inspections of the facility, LPA Schnell did not observe staff being distracted by the use of their cell phones while supervising children, the Licensee does have an expectation that staff are to be responsive to parent inquiries and provide parents with updates on their children's activity throughout the day by using the Bright Wheel program. Licensee Jennifer Nushwat stated that as a Franchisee, she and her staff are expected to use the program actively and often and their performance as a program is evaluated based on the use. Based Interviews conducted by LPA Schnell, it was confirmed that staff are expected to be responsive to parents inquiries and be providing parents with activity updates throughout the day, and that staff are accomplishing this at times when they are in ratio responsible for supervising children. The use of this program is new for several staff who are continuing to find ways to be responsive to parents while providing supervision to the children. Staff report use of the program mostly during periods of controlled activities like a group time or table activity such as an art project, or playing with toys. On 5/6/19, LPA Schnell discussed with the licensee the importance of not only visual supervision of the children at all times, but supervision to meet the children's needs, and how the use of Bright Wheel by staff working in ratio could compromise the supervision. Since that initial discussion, Jennifer Nushwat has been developing some guidelines and strategies for staff use that don't have the potential to interfere with care and supervision of the children. Although LPA Schnell did not make observations of staff being distracted with the use of their cell phones while responsible for proving care and direct visual supervision to children, and no deficiencies were cited regarding care and supervision of children, it is unable to be determined whether or not the use of cell phones by staff are having an impact on care and supervision of children. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. |
