On June 30, 2023 at approximately 8:25am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with assistant director, D1, and explained the purpose of the inspection. At start of LPA's visit, present were 4 enrolled children with 2 teaching staff. All adults working in the center have fingerprint clearance on file.

Facility operates as a Spanish immersion program. Hours of operation are Monday through Friday 7:00am to 6:00pm. Facility includes a main classroom, kitchen, children's bathroom, and outdoor area. LPA inspected the facility, indoors and outdoors, for health and safety hazards.

LPA observed classroom to be neat, clean and organized. Classroom was properly ventilated with adequate temperature and lighting. LPA observed children's toys and materials to be age appropriate, clean and properly stored. There is a large cabinet in the classroom that was not observed to have any accessible poisons or hazards. LPA observed electrical outlets in classroom to have child safety covers and/or blocked by furniture. Carpeting in classroom was observed to be clean and properly maintained.

Storage for children's belongings is located in the main entrance of the facility. Children's cubbies are properly labeled and maintained. LPA observed sharp edges and hard surfaces in main entrance of center to be appropriately padded for additional safety. Padding was observed to be in good condition.

At approximately 8:50am, director/licensee arrived to facility. LPA continued inspection with director. Present during LPA's visit included director, 2 staff, and 8 preschool children. Facility is operating within capacity limits and requirements during LPA's visit.

Classroom is equipped with a fully charged fire extinguisher, fire alarm system and a working smoke and carbon monoxide detector. Children's bathroom includes 1 toilet and 1 sink that was observed to be in proper working condition. Bathroom was observed to be clean with a diaper changing table and garbage can with a tight fitting lid. Bathroom is equipped with appropriate toileting equipment and sanitation products.

Program utilizes cots for napping children. Per director, sheets and blankets are provided by children's families and are sent home weekly. LPA observed cots to be appropriately stored in classroom. Facility also includes a kitchen that is made inaccessible to children with a child safety gate.

Entire outdoor area is enclosed with an at least 4 ft. high fence. Stairs in outdoor area are made inaccessible with a child safety gate. Director has installed additional barriers in outdoor area for additional safety. Outdoor area is equipped with a variety of outdoor toys and equipment that were in good working condition. Flooring in outdoor area includes wood chips for additional safety. LPA did not observe any pools, spas or bodies of water in the outdoor area.

Water is made available to children both indoors and outdoor with purchased, plastic water bottles. Per director, children's families provide the store bought plastic water bottles. Facility has completed required lead water testing. Documentation shows water levels to be normal, below the lead level threshold. Program does not currently provide a food service. Children's families provide children's meals including snack and lunch.

Children are signed in and out of facility by authorized representative's written signatures, located in the main entrance. LPA observed children to be properly signed in. Facility has license documentation and information properly posted and available for review in each classroom. Emergency disaster drills are conducted and are properly logged and documented. Last emergency disaster drill was conducted 04/11/2023.

LPA reviewed facility records that included 5 children's records. Children's files have a record of emergency identification information on file. LPA also reviewed files for all staff who were present during inspection. All staff present have a current CPR/First Aid certification and required immunizations that were made available for review.

LPA reminded director all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were issued under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting requirements shall result in an immediate civil penalty of $100.
