On September 3, 2024 at approximately 8:20am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Sara Catalan, and explained the purpose of the visit. Present during LPA's visit included licensee's assistant (A1) and 11 children (3 infants and 8 preschool age). Licensee is operating within capacity limits and ratio during LPA's visit.

Licensee lives in the multi-level home with their spouse and two minor children. All adults living and/or working in the home have fingerprint clearance on file. Hours of operation are Monday through Friday 7:30am to 5:30pm.

Day care operates on the ground level of the home only. Entrance to day care is through the side gate on the left side of the home. The DAY CARE AREAS are the backyard, sun room (activity room), play room (main day care area), kitchenette, and bathroom #1. The OFF LIMIT AREAS are the garage, bedroom #1 (located on ground level), and entire second level of home.

LPA inspected day care areas for health and safety hazards. LPA observed off limit areas are made inaccessible with child safety door handles. Home is properly ventilated with proper temperature. LPA observed home incudes a variety of toys, books, furniture and materials in good condition. Flooring in day care areas includes carpets that are free of stains.

LPA observed home is equipped with multiple fire extinguishers, a first aid kit, emergency backpack, and multiple smoke/carbon monoxide detectors. LPA observed electrical outlets in day care areas to be inaccessible with child safety covers.

Bathroom was observed to be working, equipped with appropriate children's toileting equipment. There is a diaper changing table for diapering children. LPA observed a garbage bin with a tight fitting lid that disposes of dirty diapers. Children's diapers area was appropriately labeled with children's individual names. LPA did not observe accessible poisons in bathroom's drawers.

Children sleep in in the sun room and play room. Per licensee, infants sleep in "pack and play" cribs in the sun room and older children sleep on mats in the playroom. LPA observed pack and play cribs and mats to be appropriately stored. Storage for children's sheets and blankets are also appropriately stored, in individual containers that are labeled with each child's names.

Per licensee, children sleeping on mats sleep with a sheet and blanket and infants sleeping in cribs do not sleep with loose materials. Licensee maintains a sleeping log for infants under 12 months. LPA reminded licensee infants under 24 months must have a sleeping log maintained. Licensee's sleeping log includes the date of when the infant is sleeping, the initials of the individual checking on the sleeping infant, the sleeping position of the infant and how the infant slept. LPA reminded licensee sleeping log must document every 15 minutes of when the infant is checked on while sleeping.

Licensee provides a food service that includes breakfast and snack only. Children's families bring lunch daily. Children's lunchboxes are stored in their individually labeled cubbies.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Backyard is fully fenced and enclosed. Backyard includes a variety of outdoor toys and materials in good condition. There are small play structures in the backyard that licensee places resilient padding underneath. LPA did not observe any pools, spas or bodies of water on site.

At approximately 10:00am, additional assistant (A2) arrived to facility while A1 left facility. With an assistant present, licensee continues to operate within capacity limits and ratio. LPA reminded licensee when no assistant is present, licensee must operate within capacity limits of a small family child care home.

Licensee has licensing documents posted and available for review. Licensee maintains a child care roster that is posted. LPA reviewed random selection of children's files that include emergency contact information. Disaster drills are conducted monthly and are documented. Last disaster drill was conducted 08/01/2024.

Both licensee and A1 have a current CPR/First Aid certification and Mandated Reporter certifications. Licensee's CPR/First Aid will expire 05/2025. Licensee's Mandated Reporter will expire 07/2026. LPA reminded licensee all staff working with children must have a current Mandated Reporter certification. Per licensee, there are no weapons or firearms in the home. Per licensee, no overnight care is provided.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their
existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and
discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Sara Catalan, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days.
