On September 19th, 2024, Licensing Program Analysts (LPAs) Kassandra Medrano and Diana Alvarado conducted an unannounced, case management visit that was initiated by the facility in order to add a room to the license. LPA's met with Facility representatives, Ruby Andrade and Anny Kazmi, and explained the purpose of the visit. Present during inspection, included 36 school age children with 4 Newton staff.

Newton program has requested to add Room 23 as a licensed classroom on Tuesdays and Wednesdays when steam A is not available. Newton program is currently licensed for rooms: Collaboration area outside of library, Library, Gym, Steam A & B, and Collaboration area outside. Of the classrooms licensed, program is currently using Steam A & B, and collaboration space outside of those rooms. 2024 fire inspection report for school district has been received.

Hours of operation are Monday, Tuesday, Wednesday, Friday 3:05pm to 6pm and Thursdays 2:00pm-6:00pm. Children are signed into and out of program using Bright Wheel application with authorized representatives' electronic signatures. Newton program operates on an active elementary school site. The school age program is exempt from requirements for indoors and outdoors space square footage, fencing and toilet/sink ratios. No measurements were taken during LPA's visit. With program manager, LPA's inspected classrooms to be added for health and safety hazards.

LPA observed classroom to be clean, equipped with age-appropriate furniture. Flooring in classroom includes carpet that was observed to be clean and free of stains. Classroom includes a fully charged fire extinguisher and fire alarm system implemented by school district.

Per facility representatives, Newton staff will bring Newton emergency backpacks to and from classroom daily. Emergency backpack will include first aid kit, emergency contact information, child care roster and carbon monoxide detector. LPAs did not observe any accessible poisons or cleaning solutions in classroom to be added.

Drinking water is available throughout facility through accessible water fountains. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child CareCenters (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA's verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiencies were issued during today's visit. LPA will approve use of room 23, effective today's date. Exit interview conducted and report was reviewed with facility representatives, Ruby and Anny.
