On November 18, 2024 at approximately 1:30pm, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with licensee, Josy Silva, and explained the purpose of the visit. Present during LPA's visit included licensee, licensee's assistant and 9 children (3 infants and 6 preschool age). Licensee is a large license and is operating within capacity limits and ratio during LPA's visit.

Licensee lives in the home with their minor child and adult child. All adults living and/or present during LPA's visit have fingerprint clearance on file. Hours of operation are Monday through Friday 7:30am to 5:30pm.

With licensee, LPA inspected home for health and safety hazards. The DAY CARE AREAS
are the living room (main day care area), family room next to garage (not currently in use; currently a pass by area to backyard), hallway bathroom, and backyard. The OFF LIMIT AREAS are the kitchen, all bedrooms, bathroom #2 in master bedroom, and garage.

Licensee operates the home as a Portuguese, Spanish and English immersion program. LPA observed living room to have a variety of toys and equipment that are in good condition. There is furniture for children's use that are age appropriate. LPA observed home to have a variety of materials and activities for children that are in good condition. Storage for children's belongings are located inside the home, in cubbies, labeled with children's individual names.

LPA observed home is in good repair with proper temperature and ventilation. Corners of cabinets and shelves were observed to have padding for additional safety. There is a fireplace in the living room that is made inaccessible to children with a built in cabinet barricade. Flooring in living room includes rugs that are clean and free of stains. Per licensee, rugs are cleaned and sanitized at least twice a week. LPA did not observe any accessible electrical outlets in living room.

Home is equipped with a fully charged fire extinguisher, pull down fire alarm system and smoke detectors. There is also a carbon monoxide detector in the home that was tested during visit. LPA observed carbon monoxide detector to be in working condition.

Bathroom for children's use was observed to be in working condition. Bathroom is equipped with appropriate toileting equipment and supplies. LPA observed cabinet in bathroom to have a child safety lock installed. LPA observed cleaning solutions, poisons and chemicals to be made inaccessible in home. There is a diaper changing station in the living room. Children's families provide diapers to licensee's home. LPA observed children's diapers and wipes to be appropriately organized and labeled. LPA observed dirty diapers are disposed of in a garbage bin with a tight fitting lid.

Children sleep in the living room of the home. LPA observed younger infants to be sleeping in cribs and preschool age children to be sleeping on cots. Licensee provides sheets to children who sleep on cots. Blankets are sent home weekly to be laundered. Cots are also sanitized weekly.

During LPA's visit, children were sleeping. LPA observed cribs to be free of loose articles and materials. LPA observed cribs to have a mattress with a tight fitting sheet. Sleeping logs are maintained for infants. LPA observed sleeping logs include the date the infant is sleeping, the 15 minute time stamp of when the napping infant is checked on, the infant's sleeping position, the infant's body temperature, the initials of the individual checking on the napping infant, and any comments. LPA reviewed sleeping logs for October through November.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

There are two dogs (bulldog and chihuahua) in the home that are maintained separate from children in care. Backyard is entirely enclosed and fenced. Backyard includes a variety of outdoor toys and equipment that are in good condition. LPA did not observe any pools, spas or bodies of water on site.

Per licensee, sick children are isolated in family room next to garage if needed. Licensee provides a food service that includes breakfast, lunch and snacks (morning and afternoon). Reusable plates and utensils are utilized for children that are sanitized in home's dishwasher.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee has appropriate licensing documents posted, available for review. Licensee also maintains a childcare roster that was made for LPA's review during visit. Disaster drills are conducted at least once every six months and are documented. Last disaster drill conducted 10/17/2024. Per licensee, there are no weapons or firearms in the home.

LPA reviewed facility records that included 7 random children's records, licensee's record and assistant's records. Children's records are complete with emergency contact information and immunziation records. Licensee's and assistant's records are also complete. Both licensee and assistant present have a current CPR/First Aid certification that was made available for LPA's review. Both licensee and assistant present have a current Mandated Reporter certification that is also current and made available for LPA's review. LPA reminded licensee Mandated Reporter certifications must be renewed every two years by all staff working with children. LPA observed licensee and licensee's assistant also have their immunizations available for review.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, Josy Silva, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

No deficiencies were issued today during LPA's visit.

A notice of site visit was given and must remain posted for 30 days.
