On February 27, 2023 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. Visit also included a case management inspection to observe new fence installed in backyard area.

LPA met with licensee, Karen Castro, and explained the purpose of the inspection. Present during LPA's visit included licensee, two assistants, and 10 children (1 infant and 9 preschool age). Facility is operating within capacity limits and ratio during LPA's visit. All adults living and/or working in the home have fingerprint clearance on file.

Hours of operation are Monday to Friday 8:30am to 5:00pm. Licensee lives in the home with their parent, spouse and two minor children. Home is a multi-level, single family home. The DAY CARE AREAS are located on the ground level of the home only that includes bedroom #1 (nap room), bedroom #2 (play room), kitchenette, main classroom, bathroom, and backyard. The OFF LIMIT AREAS are the garage (ground floor) and entire second level of home. All off limit areas are properly barricaded with child safety gates and/or child safety handles. Home includes a staircase that is made inaccessible with child safety gates.

LPA inspected day care areas for health and safety hazards. Home is in good repair with proper temperature and ventilation. Facility operates as a Spanish Immersion program. LPA observed electrical outlets in day care areas to be made inaccessible with child safety covers and/or blocked by furniture. There are a variety of age appropriate toys and equipment in the home that were in good working condition. LPA observed cleaning supplies, poisons and other chemicals to be made inaccessible with child safety locks located in kitchenette.

LPA observed bathroom to be in proper working condition with appropriate sanitation products. All drawers and cabinets in bathroom were observed to have child safety locks on them. LPA did not observe any poisons or hazardous materials to be stored in day care bathroom.

Home is equipped with multiple fire extinguishers, multiple fully stocked first aid kits, working carbon monoxide detector and a working phone on site. Phone number listed for licensee is current. Per licensee, there are no weapons or firearms in the home.

LPA observed fence in backyard area to be new and in good working condition. LPA did not observe any hazards with the new fence installed. Backyard area did not have any pools, spas or bodies of water on the property. LPA observed backyard to be equipped with appropriate outdoor toys and equipment that were in good working condition. Backyard is cushioned with artificial turf.

LPA reviewed 5 random children's records, whom were present during the inspection, which were complete. Children's records have emergency information on file. LPA also reviewed, licensee and both assistants' records, which were also complete. Licensee and both assistants present have a current, CPR certification that will expire 12/2023. Licensee and both assistants also have a current Mandated Reporter certification and required immunizations that were made available for review. Emergency drills are conducted at least once very six months and are properly logged. Last emergency drill was conducted 02/18/2023.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies were cited today under CCR, Title 22, Div. 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
