25 | Licensing Program Managers (LPMs) Garfield Leung and Cindy Interiano and Licensing Program Analysts (LPAs) Marie Rodriguez and Catrina Quimbo conducted a scheduled virtual Office Meeting with Licensee Yadira Espinoza via Microsoft Teams. The purpose of this informal meeting was to discuss the four complaints received by the San Bruno Regional Office on 5/17/2021, 5/26/2021, and 6/9/2021. The eight allegations and determinations were reviewed and explained during meeting. It was also discussed how Licensee will make improvements to prevent any future incidents from occurring.
Licensee was advised of the following:
- Licensee is responsible and liable for anything that occurs in the home even if a helper is present.
- Licensee will be the main provider when she is home even if a helper is present. Licensee does not need to have a helper present if caring for up to 8 children.
- When Licensee's children are at home during day care hours, they are included as part of the ratio until they reach the age of 10 years old.
- Regulation 102425 Infant Safe Sleep and LIC 9227 Individual Infant Sleeping Plan form. A log will be created to monitor children while napping up until the age of two years old. Licensee will ensure LIC 9227 forms are filled out and reviewed with parents for children up to 12 months of age.
Licensee's plan moving forward are the following:
- Continue to take classes on how to become a better provider which includes helping Licensee speak to children in a calm manner and how to help discipline children in a positive way.
- Have open communication with both parents and employees. Communication is important and essential.
- Train new employees about regulations, have them take classes, and review CCLD videos. Licensee and employee(s) need to work as a team.
- Install indoor cameras in day care areas. Licensee was advised on appropriate camera placement in certain areas (i.e. bathroom and changing table area). Licensee was also advised to alert parents of camera use indoors and that acknowledgement from parents is not a requirement but strongly encouraged.
- Provide parents with a daily report of child using an application (app) recommended by Wonder School.
Appeal received from Licensee discussed. It was explained that appeal would be reviewed by Regional Manager Suzanne Roman-Clark and a written response would be provided to Licensee.
Plan of Correction (POC) on complaint citations have been cleared with today's office meeting. Letters of Deficiency Citations Cleared have been emailed to Licensee.
