On October 11, 2023, at approximated 8:38AM, Licensing Program Analysts (LPAs) Jonathan Tse and Maria Olguin-Leon conducted an unannounced annual visit at Odyssey Preschool. LPAs were granted entry to the facility by Director, Dan Jiang, and explained the purpose of the visit. Present during the visit were the Director and two staff members supervising 19 preschool age children. The facility is in compliance with teacher-child ratio requirements. The facility operates in CDC1. Facility operates from 8:15am to 5:00pm.

LPAs and Director inspected the facility for any health and safety hazards. LPAs observed all required postings to be posted and clearly visible in the entryway of the facility. Children are signed in and out via the Brightwheel phone application. LPAs observed a fully charged 2A10BC fire extinguisher to be present in the facility. The Director demonstrated the smoke and carbon monoxide detectors to be functional during the visit. The classroom was observed to be in clean and orderly condition, with age appropriate toys and learning materials throughout. LPAs observed hand soap stored in cabinets that do not have functioning locks. Director removed the soap from the cabinets. LPAs recommended the use of child proof locks or latches until cabinet locks are repaired. Director agreed. LPAs observed two functioning toilets and two functioning sinks in the bathroom.

The outdoor play area is exclusively for use by Odyssey Preschool. LPAs observed the padding under the play structure with a slide in the outdoor play area. There is a pipe that is fenced off and kept off-limits to children. LPAs observed a sandbox located directly outside the outdoor play area that was covered and free of debris and animal waste.

LPAs reviewed three staff files and five children's files. Children's files were found to be complete. Staff have complete immunization records. Staff members have expired First Aid/CPR certificates, the most recent of which expired in August 2023. LPAs discussed the importance of maintaining current First Aid/CPR certification with Director.

Children bring their own food from home. Children bring their own water bottles and refill them at the facility using the water fountain. LPAs observed children's backpacks and water bottles to be labeled. Staff communicate with each other via cell phone. There is a school cellphone present within the classroom.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPAs verified that the lead testing was completed on June 22, 2023. Facility did not have a lead level exceedance, but did not test before January 1, 2023 in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Two Type-B deficiencies were cited today related to expired First Aid/CPR certificates and late lead testing. See LIC809-D. Appeal rights were provided to Director.

A notice of site visit was given and must remain posted for 30 days.
