On March 9, 2023 at approximately 8:15am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with operating manager, Matthew Feldman and explained the purpose of the inspection.

Latchkey Alternative Center school age program operates on Franklin D. Roosevelt Elementary school in portable classroom 700B only. Hours of operation are Monday to Friday with morning hours from 6:30am to 8:30am and after school hours from 3:00pm to 6:00pm. Summer program from 6:30am to 6:00pm.

Upon LPA's arrival, one school age child was present with 2 staff members (including operating manager). Children present during morning hours are walked to elementary school by a staff member. Classroom 700B is then used for Latchkey Alternative Center preschool program.

With operating manager, LPA inspected the day care areas for health and safety hazards. Classroom is properly ventilated and furnished with age appropriate equipment and materials. Classroom is equipped with a fully charged fire extinguisher and fully stocked first aid kit. LPA observed cleaning supplies, poisons and other hazardous materials to be stored inaccessible, in classroom's high shelves. Storage for children's belongings are located inside the classroom.

Classroom 700B also includes 3 separate restrooms. 1 of the restrooms is used for adult purposes only while the other 2 restrooms are utilized for children's purposes. LPA observed restrooms to allow for individual privacy and to be in proper working condition. Restrooms are equipped with appropriate sanitation products. LPA observed garbage cans in classroom to have tight fitting lids. At approximately 8:45am, director arrived to facility.

Program provides an afternoon snack only throughout school year. LPA observed snacks to be appropriately stored in classroom, free of any poisons or cleaning solutions. After school program utilizes school district playgrounds that is entirely enclosed with an at least 4 ft. high fence. Playground includes a play structure that was observed to have resilient padding underneath. Water is made available to children indoors and outdoors with children's individual water bottles that can be refilled through filtered water stations.

After school children are to be signed into program by staff daily via electronic signatures through an application. Children's authorized representatives are to sign children out using electronic signatures via same application staff use. Facility has licensing documentation and information properly posted in front entrance of classroom, available for review.

Emergency drills are conducted with school district at least once every six months and are properly logged. Last emergency drill was conducted week of 02/27/2023.

LPA reviewed facility records that included 5 children's records which were complete. Children's files have record of emergency identification and information on file. LPA reviewed 5 random staff files. Multiple staff members on site have a current CPR certification that will expire 03/2024. Staff members on site also have records of immunizations that were made available for review.

Facility was informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662.

Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were cited today under CCR, Title 22, Division 12.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
