25 | Licensing Program Analyst (LPA) Marie Rodriguez conducted an announced Case Management inspection for a request to add a toddler option component (ages 18 to 36 months) to existing license for up to six toddlers and increase capacity from 30 to 36. LPA met with Licensee Helena Geng and explained purpose of inspection. Present at the center were the Licensee, two teachers, and two preschool aged children.
Licensee is requesting to designate classroom #1 as the toddler option classroom with a group size of six toddlers. Classroom #1 measures at 380 sq ft divided by 35 sq ft per child which equals a maximum number of 10 children as measured by LPA Haydee Caliboso on February 1, 2021. Per San Mateo Fire Inspector, the maximum number allowed in the room is six toddler aged children. LPA inspected the room for health and safety hazards. The proposed toddler option classroom has an area for diapering with a sink. The toys and equipment in the room are age appropriate. Licensee has re-designated staff bathroom (bathroom #1) to be used for children in care instead. Staff will use restrooms on second floor of building. Facility will now have three toilets and four sinks available to children in care allowing them to have up to 45 children. Licensee submitted a waiver to request the use of bathroom #1 as also the sick child bathroom. Licensee submitted a plan on how the sharing of the bathrooms will be managed between both programs. Licensee submitted a rotation schedule of the open outdoor space to be used between both programs.
Licensee understands that the age range for the toddler option is 18 months to 36 months and that authorized representatives must give written permission for their child to participate in the toddler option component. Licensee understands that the children must be kept physically separate from the preschool age children. Ratio and staffing for the toddler option were discussed. Due to age range change and increase of capacity on the license, a request for a fire clearance inspection has been made. Once clearance is received, LPA will recommend licensure for the preschool program to include a toddler option component with a total licensed capacity of 36 with no more than six toddler aged children.
