On August 23, 2021 at 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo met with Neely Norris (PK Director and Assistant Head of School) and Meagan Vincent (PK Teacher) for a pre-licensing inspection.

The applicant has requested a capacity of 37 children, ages 3 to 5 years old. The facility is located at Transfiguration Episcopal Church and will operate Monday through Friday from 8:30am to 5:00pm. The designated director/site supervisor for the facility is Neely Norris. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity.

Indoor
There are three classrooms (Classroom#1, Classroom#2, Classroom#3) that will be used for the preschool program. Classroom #1 square footage was calculated for 519.420 sq. ft, Classroom #2 was calculated for 425.32 sq. ft, and Classroom #3 was calculated for 501.109 sq. ft. The total indoor classroom measures 1,445.849 sq. ft divided by 35 sq. ft allowing for a capacity of 41 students. The indoor space for children was observed to be clean and all furnishing, toys and equipment was observed to be safe, age appropriate and in good condition. Outside the classroom is sufficient storage space for children’s personal belongings. Mats are to be utilized for napping children. Parents will provide a sheet and blanket for their child. Bedding will be sent home to be laundered weekly or as needed. Mats will be cleaned and sanitized at least weekly or as needed. Each classroom is equipped with a fire extinguisher and multiple smoke and carbon monoxide detectors. There is 1 sink in each of the three classrooms. First Aid Kit and emergency supplies are located in a designated classroom. The facility is adequately ventilated and free of insects and bugs. Cleaning products are stored in the classroom’s high cabinets, inaccessible to children.

There is one bathroom for children’s use and is located down the hallway, away from the classrooms. Children are to be accompanied by staff members during bathroom use. Bathroom consists of 3 toilets and 3 sinks. The sinks accessible to children provide water that is not warmer than 120 degrees. Total allowable capacity for toilets is 45 children. Total allowable capacity for sinks is 45 children. The bathroom was observed to be clean and without any health or safety hazards. Garbage cans have tight fitting lids.

Facility does not contain a kitchen. Per director, program does not offer any food service. Children will bring their own water bottles for indoor and outdoor use. Accessible indoor drinking fountains are available for children as well as water pitchers and disposable cups.

Medications with children’s individual names and required documentation will be stored in classroom’s high cabinets. This facility will provide Incidental Medical Services (IMS). LPA reviewed storage area for medication and equipment/supplies and reviewed forms that will be used. Outdoor

The outdoor area measures 2,347.062 sq. ft divided by 75 sq. ft allowing a total of 31 children. Director to request a waiver and rotation schedule due to lack of square footage space for requested capacity of 37 children. An at least four-foot high fence enclosed the outdoor area to be used. The playground was observed to be clean, safe and equipped with age appropriate toys and equipment for children. Wood chips are used as padding under play structures. Playground consists of one sandbox. Sandbox will be inspected daily and kept free of hazardous materials. Adequate shade is provided by a designated tarp.

The following items were reviewed as part of today’s visit: Record keeping for staff, children and facility records, Care and Supervision of the Children, Child Discipline Procedures- staff will use positive reinforcement and redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Parents Rights and Reporting Requirements. Required postings were observed during today’s inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The requirement for Lead Water Testing was discussed (H&S Code 1597.16).

The fire clearance was granted 8/5/2021. LPA discussed program’s required postings. Director was informed that access to available Personal Protective Equipment (PPE) may be available through the local child care resource and referral agency.

An electronic copy of this 4 page report was emailed to director, Neely Norris, on August 23, 2021. Director was asked to review the report and return a signed copy of the report to LPA Quimbo.

LPA will recommend licensure of this facility for a capacity of 41 children once the following is received:

-Request for outdoor Waiver
-Written documentation stating the closure of Fac# 414004728 with wet signature.
-Posting required licensing documents in prominent place
-LPA received signed copy of this 3 page report.
