On October 14, 2021 at 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo met with co-applicant, Ana Galdamez, and account manager, Jayme Sotto, for a scheduled pre-licensing application. Original application was submitted August 18, 2021. Co-applicant is requesting 75 preschool children (ages 2 years to entry into first grade). The facility will operate Monday through Friday 7:00am – 6:00pm. Children will be signed in and out with written signatures by enrolled children’s parents. The designated person in charge of the facility is Tanya Abea. The facility was inspected, indoors and outdoors, for health and safety hazards and measured to calculate capacity.

Indoor
There are four classrooms (Classroom #1, Classroom #2, Classroom #3, Classroom #4) for the preschool program. Preschool classroom #1 (2-year olds) square footage was calculated for 370.73 sq ft. Preschool classroom #2 (2.5-3.5-year olds) square footage was calculated for 565.51 sq. ft. Preschool classroom #3 (3.5-4 year olds) square footage was calculated for 573.96 sq. ft. Preschool classroom #4 (4.5-5-year olds) square footage was calculated for 610.38 sq. ft. Total useable classroom square footage is 2,120.58 sq. ft divided by 35 sq. ft equaling a capacity of 60 children.

The facility contains an additional indoor space of a multipurpose, open area, located outside the four preschool classrooms. The multipurpose area is to be utilized as additional activity space for drama/ play area and performing arts area. The multipurpose area square footage was calculated for 639.27 sq. ft divided by 35 sq. ft equaling a capacity of 18 children. Due to space being an open area and not used as a daily classroom, this space is not included in total square footage/ capacity.

LPA observed indoor space for children to be new, clean and all furnishing, toys and equipment observed to be in good condition. Sufficient storage space for children’s personal belongings are located inside each classroom. Mats are to be utilized for napping children. Per applicant, enrolled families are to provide sheets and blankets for napping children. Laundering and sanitizing was discussed with co-applicant and account manager. Blankets and sheets are to be sent home weekly or as needed. Each classroom is equipped with a fully charged fire extinguisher, smoke and carbon monoxide detector. First Aid Kit and emergency supplies are located in each classroom, inaccessible to children. Garbage cans have tight fitting lids. The facility is adequately ventilated and free of insects and bugs. Cleaning products, poisons, hazardous materials and medicines are to be stored in each classroom’s high cabinets, inaccessible to children. Designated isolation area is to be facility's main office.

Facility has one children’s bathroom that is located next to preschool classroom #1 (2-year olds). Bathroom #1 is equipped with 5 sinks and 5 toilets. Total allowable capacity toilets and sinks is 75 children. All sinks accessible to children do not provide water that is warmer than 120 degrees.

The facility does not contain a kitchen area, however, contains a staff lounge/break room that includes a microwave and refrigerator. For food service, preschool program will provide dry AM and PM snacks. Disposable utensils and cups are to be provided and utilized. Enrolled children's families are to provide lunch, labeled with each individual child's name. Staff refrigerator and microwave available to children's lunches upon request. Children are to bring their own bottled water containers. Drinking fountains, filtered water containers and disposable cups are also available to children if needed.

Medications with children’s individual names and required documentation will be stored in classroom’s high cabinets, inaccessible to children in care. Medications that require refrigeration will be stored in staff lounge’s refrigerator.

This facility plans to provide Incidental Medical Services—IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Outdoor
The outdoor square footage was calculated for 3,907.93 sq. ft divided by 75 sq. ft equaling a capacity of 52 children. Co-applicant to request a waiver and rotation schedule due to lack of square footage for total allowable capacity of 60 children. An at least four foot high fence enclosed the outdoor area to be used. The playground area was equipped with age appropriate toys and equipment for children. Turf and wood chips are used as resilient padding under play structures. Adequate shade is provided by trees. LPA advised co-applicant of daily sanitization of outdoor materials due to debris falling from trees. Accessible water is to be made available to children outdoors with filtered water containers and disposable cups.

The following items were reviewed as part of today’s visit: Record keeping for staff, children and facility records, Required Documents to be posted, Care and Supervision of the Children, Child Discipline Procedures -staff will use redirection, Emergency Evacuation Procedures, Medication Policies, Isolation of Sick Children, Napping Requirements, Food Service, Parents Rights and Reporting Requirements. Required postings were observed during today’s inspection. Facility will conduct monthly disaster drills and a log will be maintained for review upon request. The requirement for Lead Water Testing was discussed (H&S Code 1597.16).

An electronic copy of this 4 page report was emailed to co-applicant, Ana Galdamez on October 15, 2021. Co-applicant was asked to review the report and acknowledge is it was received and reviewed.

LPA will recommend licensure of this facility for a capacity of 60 children once the following is completed and/or received:

-Request of Outdoor Waiver with Rotation Schedule.
