On 8/24/22, at 10:00 AM Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced One Year Required inspection the abovementioned Child Care Center (CCC). LPA met with Beth Hassenplug, Administrator of the CCC and explained the purpose of the inspection. LPA, in the company of Administrator toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 5:30 PM, Monday - Friday. The facility is a infant age program. LPA notes that there are two (2) infant classrooms and there were four (4) infants in each classroom being supervised by two (2) infant qualified staff. In total, during this inspection there were eight (8) infants being cared for by four (4) infant qualified staff.

The CCC is clean and organized. The CCC has ventilation to afford for child care. LPA observed age appropriate toys and furnishings throughout the CCC. LPA observed carbon monoxide detectors in the CCC that were not tested due to infants napping during tour. The CCC's diaper changing area is in safe and sanitary operating condition with a working sink nearby to allow for handing washing. Parents of the CCC provide snack and meals for their children in care. LPA observed an operable refrigerator in each classroom containing infant's milk. LPA observed that each infant has their own individualized bin to store milk/formula that are clearly labeled. The CCC provides the children in care filtered water inside the CCC and in the outside play area by means of individual water bottles. Administrator is reminded of the need to have the CCC's water sources tested for lead containments. Disinfectants and cleaning solutions are secure under the sink in the diaper changing area. There is no medication on site, however when medication is present it is stored in a locked box by the first aid kits in each infant room. LPA observed sign- in and sign-out are completed electronically. LPA reviewed sign-in and sign-out sheets and notes that all children present were signed in with children's arrival and departures along the authorized representative.

The outdoor play area is completely enclosed. LPA observed age appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects. The outdoor play area has plenty of soften cushion for infants. The outdoor play area also has ample shade created by a tree and building overhangs. Drinking water is made available by individual water bottles. CONT 809-C

Staff and children records are reviewed. The children’s records contain emergency contact information as well as immunization records. LPA notes that C1 and C6 did not have LIC 9227 on file for review. Staff records were reviewed and found that S4 does not have AB1207 certificate on file. Administrator was reminded to keep training certifications current and renew certifications prior to expirations.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Site Supervisor and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an for additional resource. LPA also informed Administration of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A Notice of Site visit was given and must remain posted for 30 days.
