On September 30th, 2022 at 10:28AM, Licensing Program Analyst (LPA) Rosie Breault arrived at above stated facility to initiate a complaint investigation. LPA met with assistant director Dany Rodriguez and toured the facility both inside and out. Present in the infant classroom was one (1) fully qualified teacher, one (1) aide Bailey Smith, one (1) shadow Krista Bloom, and three (3) infants.
Upon LPA review of fingerprint clearance, both Ms. Smith and Ms. Bloom have not been cleared to date.
Ms. Smith indicated to LPA she is a student with CSU Channel Islands and earning her experience. States she was previously cleared through Montecito YMCA facility and indicated her school "took care of the fingerprinting" for First Presbyterian Center. Guardian reports she was associated to this facility but separated on 6/4/2022.
Ms. Bloom indicated she is Ms. Smith's supervisor from CSU Channel Islands and has been shadowing for the month of September 2022. She shadows Ms. Smith one (1) day a week for four (4) hours and Ms. Smith indicated Ms. Bloom shadows another staff member as well who was not present on campus at the time of LPA inspection.
Advised assistant director all staff, volunteers, etc including shadows must be fingerprinted prior to commencing work at facility. Both Ms. Smith and Ms. Bloom exited the facility.
Facility did not have two individuals fingerprinted and associated to the facility. California Code of Regulation, (Title 22 Division 12 101170(e). Type A deficiency and civil penalty assessed is being cited on the attached LIC 809 D and LIC9224 provided.

Director will submit Criminal Background Transfer Request, along with signed and dated LIC508 (both pages) and a copy of her Driver's License to Licensing to associate her to the center, and Assistant Teacher Smith will not be working at the center until she is associated.
