13 | On July 13th, 2023 at 1:52PM Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced inspection of the aforementioned Family Child Care Home (FCCH) to deliver findings with respect to the allegations noted above. LPA met with Dawn Chapman, licensee of the FCCH, and explained the nature and purpose of the investigation. At the time of the inspection, there were seven (7) children and two (2) staff present.
The investigation included site inspections, LPA observation, file review, interviews with the licensee, and parents of children enrolled.
Unannounced inspections, both upon initiation and delivery of findings, revealed the FCCH had a safe comfortable environment for children with various activities to meet their needs including play equipment, napping, eating, story time, and quiet play. Moreover, LPA observed at both times, the FCCH to be kept neat, orderly, clean, and tidy. Outdoor play area including various toys, games, and sandbox was free of debris.
Interviews with parents could not corroborate allegations and state they do not believe licensee speaks inappropriately to their children. Parent(s) interviewed did not indicate that licensee engages in inappropriate discipline of their children, and they are satisfied with the care and supervision the licensee provides and have referred this FCCH to other families.
Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) were provided to licensee. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 will apply.
