On August 28, 2024, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced 3-Year Required inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Calais Storey and informed them the purpose of the inspection. LPA notes at the time of inspection there were 27 children present, 2 staff and 9 parent volunteers. The center has operating hours of 8:30AM-4:00PM, Monday through Friday.

LPA observed required licensing documents to be posted near the entrance of the CCC. LPA notes the CCC uses one room for childcare purposes and the room is clean and orderly. LPA observed the kitchen area to be in the playroom to be inaccessible to children. LPA observed the playroom to have age-appropriate toys, furniture and equipment that are well maintained. LPA observed sufficient restrooms for children and observed them to be clean and free of hazards. LPA observed the CCC to have cubbies for the children’s individual napping equipment. LPA observed multiple smoke and carbon monoxide detector and the director stated that they recently checked to ensure they are functioning.

LPA observed the outdoor play yard to have sufficient space for children’s activities and to have plenty of shading for children as well. LPA observed the CCC provides water via water pitchers and cups or personal water bottles. LPA observed the outdoor area to be completely enclosed and exit/entry ways to be secured. LPA observed age-appropriate toys and equipment throughout the outdoor area. LPA observed a play structure and a swing set that both use mulch for their fall zones. LPA reminded director to ensure there is sufficient cushioning in areas where the children may fall. LPA observed storage sheds in the outdoor areas to contain art supplies and children's equipment. LPA notes the storage areas are usually locked.

A sampling of children and staff records were reviewed. LPA reviewed a random sampling of 5 children's files. Files were observed to be complete and current. LPA reviewed 3 staff files. LPA observed 2 out of the 3 staff did not have a Mandated Reporter certificate available for review. Further LPA observed 1 staff to not

Administration of Child Day Care Licensing

(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. have a current Tuberculosis Clearance. LPA observed the facility to have a current children's roster. LPA observed the sign in sheets to filled out appropriately for the children that are present.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

One Type B deficiency for missing mandated reporter certifications was issued during today's inspection and can be found on the attached 809-D.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Exit interview conducted, appeal rights were provided and report was reviewed with the Director, Calais Storey.
