On April 17, 2024 at 2 PM, Licensing Program Analyst (LPAs) Susana Martinez and Julia Meli conducted an unannounced Annual/Random inspection. LPAs met with site supervisor Belinda Vaj and advised her the purpose of the inspection. Site supervisor provided LPAs a tour of the facility inside and out. There were 18 children in care at the time of the inspection along with 5 staff.

LPA observed required licensing documents mounted on the walls throughout the facility. Center is conducting fire/disaster drills. Last fire drill was conducted on 3/28/2024. The facility is located on the Clarence Ruth Elementary School campus. The classroom has age-appropriate toys and furniture readily accessible for children in care. LPA observed enough restrooms available for children to use. LPA did not observe any hazards/toxins items accessible to children. First Aid kits were observed in the facility. Currently the facility uses an App called Core Connect for sign-in/sign-out. LPAs verified roster matches the current census. Facility provides snacks which are prepared on site. LPAs observed the kitchen to be clean and in working condition.

The outdoor playground is shaded and has an ample amount of space for children to play. LPA observed the playground to be completely fenced off. Site supervisor states the playground went under construction on 3/25/24 and had an estimated completion date of 4/12/24, but due to rain the construction has been delayed. LPAs asked if construction has been reported to Licensing, site supervisor indicated they were not sure. Site supervisor states children use an alternative outdoor play yard in front of the classroom which normally belongs to school-age children. LPAs observed cones in the outdoor play yard marking the perimeters for the children to use.

A sampling of children files were reviewed. LPA observed five out of five children's files to be complete and current. Staff files were not completely reviewed as files are kept off site. LPA will review files at a later time and will review for: mandated reporter certifications, SB792 Child Care Adult Immunization and Tuberculosis requirements. LPAs also reviewed the children's roster and found it to be complete and current.

Site supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs provided PIN 23-20-CCP: REQUIRED NOTIFICATION FOR MAKING CHANGES TO CHILD CARE FACILITIES.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
