13 | Licensing Program Analyst (LPA) S. Mendoza-Ceja conducted an unannounced tele-inspection due to COVID - 19 State of Emergency. The purpose of the tele-inspection is to conclude the investigation of the above complaint allegations. Investigation included obtaining the child care roster, conducting interviews with complainant, Licensee Carpenter, and parents of day care children in care.
- Licensee denied the above allegations. Licensee stated she is the primary person who changes the children's diapers. Licensee stated if she leaves the day care, she will designate one of her assistants to change diapers. Licensee stated she has a diaper changing schedule (upon arrival checks the child, 10:00am, 11:30am, and when the child gets up from nap, and will change diapers as necessary to meet the child's needs). Licensee also documents the diaper changes. Licensee stated children are never left in soiled clothing.
- Parents Interviewed did not corroborate the above allegations.
- The above allegations are unsubstantiated, based on LPA observations, interviews with Licensee/parents, and record review. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. An exit interview was conducted with Licensee Julia Carpenter. A copy of this report was emailed for signature. Licensee shall post the "Notice of Site Visit for 30 days". |
