On 08/28/2025, Licensing Program Analyst (LPA) Bill Billones conducted an unannounced inspection to deliver a finding related to a complaint received by the Department on 06/02/2025. LPA met with site supervisor Maite Estrada of the above-mentioned Child Care Center (CCC) and together toured the inside and outside of the facility. At the time of the inspection, LPA observed 4 staff providing care and supervision to 11 infants.

The complaint alleged a violation of food services, specifically staff does not ensure kitchen counters are kept in clean and sanitary conditions.

The investigation consisted of two unannounced inspections. The initial inspection was conducted by LPA German Negrete, who interviewed staff and toured the facility. LPA Billones continued the investigation and conducted interviews with the site supervisor and parents of currently and formerly enrolled children. LPA reviewed the center’s policy handbook. In addition, LPA obtained copies of current food handler certificates and LPA reviewed the children’s roster and the Guardian personnel roster.

During the investigation, LPA inspected the kitchen and observed an active ant infestation. LPA observed ants on the counters and a plate. LPA observed there was no food being prepared or food that had been left out. Ants were not observed in other areas of the kitchen. Site supervisor acknowledged there was an active ant infestation and had already called the maintenance staff to ensure compliance. LPA reminded site supervisor of the Healthy Schools Act regarding pesticide safety and timely notification.

Based on LPA's observation and evidence gathered, the preponderance of evidence standard has been met, therefore the above allegation is determined to be SUBSTANTIATED.

As a result, one Technical Violation is being issued today under California Code of Regulations, Title 22, Division 12. This report must be made available to the authorized representatives of children in care and maintained in the facility file for three years.

An exit interview was conducted with the site supervisor Maite Estrada. Copies of the Appeal Rights and the Notice of Site Visit (LIC 9213) were provided. The Notice of Site Visit must remain posted in a visible location for 30 consecutive days. Failure to comply with posting requirements will result in a $100.00 civil penalty.

The investigation consisted of two unannounced inspections. The initial inspection was conducted by LPA German Negrete, who interviewed staff. LPA Billones continued the investigation and conducted interviews with the site supervisor, and parents of currently and formerly enrolled children. LPA reviewed the center’s policy handbook, specifically the sections regarding their food safety policy, the feeding guidelines, and the family style meals procedures. In addition, LPA obtained copies of current food handler certificates for six staff members. LPA reviewed the children’s roster and the Guardian personnel roster.

LPA’s interviews revealed most parents are satisfied with the care and supervision being provided by staff and noted they are satisfied with the cleanliness of the center.

During the investigation, LPA inspected the kitchen, which was made inaccessible to children in care by gate. LPA toured the kitchen and observed milk in the refrigerator, which was labeled. Site supervisor stated the family milk containers are refreshed daily. LPA reviewed four months of the facility's food menu, which lists food in compliance with Title 22 regulations. Site supervisor mentioned the infant center is currently caring for children 12 months and over.

Although the allegations may or may not have happened and/or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations above are determined to be UNSUBSTANTIATED.
