25 | Licensing Program Analysts (LPAs) Ruth Gull and Elvin Baddley conducted an unannounced ANNUAL/RANDOM visit to the center. LPAs met with Nora Zepeda, Site Supervisor, and explained the purpose of the visit. The center is located on the grounds of the Hapgood Elementary School in Room 41. The preschool operates two half day programs (8:00 AM - 11:00AM and 12:00PM - 3:00PM). The center is funded by the State Department of Education and operates under Title 5. There were 22 children present with three teachers.
LPS observed age appropriate toys/ furnishings/equipment in the classroom. The classroom also has drinking water, via water fountains, available for children in care. There is one restroom in the classroom and there are also restrooms nearby in the "kinderplay area." Children are escorted by staff to these bathrooms and staff ensure that there are no school age children present in the bathroom when preschool children are using the bathroom. The playground is located in the rear of the classroom. LPAs observed that the play structure had sufficient cushioning material (i.e. wooded chips). LPAs observed that all required documents were posted. LPAs reviewed the snack menu. LPAs reviewed a sampling of children and staff records and reviewed the parent sign in/out sheets. Site Supervisor Zepeda and both teachers have current Pediatric First Aid/CPR certificates (EMSA approved) valid through 9/21/20.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
