On 12/04/2024 at 11:04A.M. Licensing Program Analyst Joaquin Mendez conducted an unannounced 3 year Required Annual/Random inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Blanca Cervantes, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. At the time of inspection, the licensee was alone in the home. All children are in school and are expected to arrive at 12:15PM.
This a single-story home with 4 bedrooms, 3 baths, a living room, family room, kitchen, dining area, daycare room, garage, and backyard.

The home’s family room just passed the living room, hall bathroom, kitchen, and dining room, daycare room, and backyard are used for childcare services. The rest of the home is excluded from daycare. LPA observed doorknob covers on the bedroom and garage doors making them all inaccessible to children in care. Additionally, LPA observed a chain lock on the garage as extra security against access.

· Required forms are predominantly posted on the wall of the FCCH's room. LPA reminded the Licensee the importance of maintaining accurate records and having documents readily available.

· LPA observed multiple smoke and carbon monoxide combination detectors affixed to the home’s ceiling and were tested at 11:32 AM and found to be operable.

· The fire extinguisher was observed mounted on the day-care room wall and was serviced 11/13/2024 LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually.
· The home maintains working telephone services by way of cellular and a home phone.
· The home was clean, orderly, and void of hazardous items.
· Medication in the home is stored in the licensee’s bedroom.
· LPA observed cleaning compounds stored in the garage which was locked and inaccessible to children.
· Toys, furniture, and equipment observed in the FCCH were in satisfactory condition and age appropriate. LPA reminded the Licensee the importance of maintaining clean and safe structures for children in care.
· Knives and sharps were stored in an elevated cabinet in the kitchen and inaccessible to children.

The backyard is enclosed by wooden fencing.

· Toys and play equipment observed in backyard were age appropriate and in satisfactory condition. Licensee stated backyard was not being used now due to weather. Licensee also stated she has a Maintenance person who comes to cut the grass and cleans the play structures every other week after daycare hours.

· No bodies of water were observed on site.

Children’s records were reviewed. Records were current, complete, and possessed emergency contact information. The Licensee's records are also current and complete.

· CPR and First Aid certifications expiring on 3/05/25.

· Mandated reporter training certificate expires 7/03/2026, that is required per AB 1207.

· Licensee stated that there are no weapons/ammunition in the home.

· Licensee stated she does not hold a foster family license.

· The last Safety drill was conducted 10/15/2024.

· Licensee is current with immunization required per SB 792.

No prohibited equipment will be allowed or used in the home. No baby bouncers, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility.

Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The Licensee Blanca Cervantes is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Blanca Cervantes was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Blanca Cervantes confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 12/04/2024.

A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the licensee, Blanca Cervantes. The inspection visit was conducted in Spanish as is preferred language to Licensee Blanca Cervantes and report was translated in Spanish by LPA Mendez.

During today's inspection no citations were issued. LPA observed licensee post the Notice of Site visit.

FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY.
