Licensing Program Analyst (LPA) Ruth Gull made an unnanounced visit to the center to complete the investigation of the above allegation. Met with Lucy Fay, Assistant Director and explained the purpose of the visit. Director Jennifer McHugh was away from the center. LPA interviewed staff.
Allegation is that Child #3 inappropriately touched Child #1 and Child #2. Investigation included interviewing Director, staff, and some of the parents of children in care; and a review of children and facility records. LPA attempted to interview Child #1, but Child #1 didn't want to talk to LPA. Interviews with Director and staff indicate that staff did not observe any incident of inappropriate touching and that none of the three children informed staff of the incident. Interviews with parent and family member of Child #3 and parent of Child #2 indicate that Child #3 and Child #2 deny the allegation. Interviews with other parents of children in care did not corroborate the allegation. Although the allegation may have occurred, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation listed above is deemed UNSUBSTANTIATED. The LIC9213 (Notice of Site Visit) was posted during the visit.
