On January 17, 2024, at 9:30 AM, Licensing Program Analyst Gigi Reyes conducted an unannounced Required three (3) year inspection at above Family Child Care Home (FCCH). LPA met with Licensee, Teresa Ann Arellanes. LPA discussed the purpose of the inspection with the licensee.

During the inspection, LPA and Licensee toured the inside of the home and the small patio adjacent to the living room. LPA observed 2 children present. The required licensing forms were posted at the wall by the entry door. Home was observed to be in order and free of hazardous items. FCCH utilizes the living room for day care and one bedroom is used for napping. Licensee stated that she provides care for infants and toddlers up to 2.5 years old and she does not offer potty training. However, there is a bathroom available for use when needed. Smoke and carbon monoxide detectors were also observed in the FCCH. The regulation fire extinguisher was serviced on 4/14/2023. LPA observed appropriate toys, crib, and equipment. FCCH goes to the park for outdoor activities. There are no bodies of water observed. Licensee stated there are no guns or ammunition at the home.

LPA reviewed the facility file and found that the Pediatric CPR and First Aid certificate expires on 6/2025. Mandated Reporter Training was completed on 10/6/2022. LPA reminded the licensee that AB 1207 and CPR and First Aid should be renewed every two years.

The FCCH conducts and documents fire and disaster drill every 6 months, and the last drill was conducted on 1/2/2024. Children's records were reviewed and found complete. Licensee logs and documents napping infant every 15 minutes. Individual Safe Sleep plan for Infant ages 0-12 months was completed.

Licensee, Teresa Ann Arellanes was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee, Teresa Ann Arellanes of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Teresa Ann Arellanes was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Teresa Ann Arellanes confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today's inspection, no deficiencies were cited under Title 22 Division 12.

A notice of site visit was given and must remain posted for 30 days.
