On November 30 2023 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 3 Year Inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee Karina Gutierrez and informed them the purpose of the inspection. LPA in the company of the Licensee toured the interior and exterior of the FCCH. The FCCH uses the living room, dining area, nap room and backyard for child care purposes while the remainder of the home is excluded. At the time of inspection 10 children were present.

LPA observed the FCCH's interior to be clean and orderly, with sufficient spacing and ventilation for children in care. LPA observed the FCCH's living room to have age appropriate toys and furnishing. LPA observed the bathroom used for child care to be clean and free of toxins. LPA observed the kitchen to be inaccessible to children with a child proof gate and the sharps were observed to be in an elevated surface beyond the reach of children. Cleaning compounds are stored in the homes garage which is inaccessible to children. Medication is stored in a bedroom that is inaccessible to children in care.

LPA observed required licensing forms and documents to be posted on the wall next to the entrance of the FCCH. LPA observed a combination smoke and carbon monoxide detector in the FCCH. The combination smoke and carbon monoxide detector was tested at 9:20 AM and found to be operable. The FCCH has a regulation fire extinguisher which was purchased 9/26/2023. LPA reminded Licensee to either service or purchase a regulation fire extinguisher annually.

The backyard is completely enclosed by a wooden fence. LPA observed the side gates of the FCCH to be secured. LPA observed age appropriate toys and furnishing. LPA observed no bodies of water on site.

A sample of children's records was reviewed and found to be current and complete. LPA observed up to date

Safe Sleep logs and Individual Infant Sleeping Plans (LIC9227). LPA reviewed assistant's file and was found to be current and complete as well. Licensee's records were reviewed as well and found to be current. Licensee's Mandated Reporter Training expires on 5/18/25 and Pediatric CPR/First Aid expires on 5/20/2025. LPA reminded Licensee that it is their responsibility to maintain current certifications and training.

Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Karina Gutierrez.
