On March 20, 2024 Licensing Program Analysts (LPAs) Giovani Gonzalez and Julia Meli conducted an unannounced Required - 3 Year inspection at the above-mentioned Family Child Care Home (FCCH). LPAs met with Licensee Maria Carmona and informed them the purposed of the inspection. LPAs in the company of the Licensee toured the interior and exterior of the FCCH. At the time of the inspection there were 9 children present and 1 assistant.

LPAs observed the dining area have sufficient space and ventilation for children in care. LPAs observed age appropriate toys and furnishing in the interior of the FCCH. LPAs observed that the kitchen area is accessible to children and that all the drawers are secured and inaccessible to children in care. LPAs observed the knives to be stored in an elevated surface beyond the reach of children. Licensee informed LPAs that they keep their cleaning products in the garage which is inaccessible to children in care. Licensee informed that LPAs there are no fire arms in the home. LPAs observed the bathroom that is used for child care purposed to be clean and free of toxins.

LPA observed required licensing to be posted in a prominent area that in the dining area. LPAs observed multiple smoke and carbon monoxide detectors. A combination smoke and carbon monoxide was tested at 10:14AM and found to be operational. LPAs observed a fire extinguisher that was serviced on 7/14/2023. LPAs reminded Licensee to either service or purchase a regulation fire extinguisher annually.

LPAs observed the backyard to be completely enclosed . LPAs observed age appropriate toys and plenty of space for activities. LPAs observed the the exit ways to be secured with latches that are beyond the reach of children.

A sampling of children's records were reviewed and found to be complete and current. LPAs did not observe

(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.

Safe Sleep Logs for the infants. Licensee explained to LPAs that they do check the infants however they are not documenting their 15-minute checks. Licensees records were also reviewed. Licensee's Pediatric CPR/ First Aid expires on 6/5/2025. Licensee informed LPAs that they have not taken the Mandated Reporter Training in recent years. LPA reminded Licensee that it is their responsibility to maintain current certifications and training.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

1 Type B deficiency is being issued on the attached LIC809D.

A notice of site visit was given and must remain posted for 30 days.
