On January 6th, 2023 at 11:30AM, Licensing Program Analysts (LPAs) Rosie Breault and Giovani Gonzalez conducted an unannounced Annual/Random inspection. LPA met with facility site supervisor Melanie Branch and Programs Manager Tania Pacheco and explained the purpose of the inspection. Site supervisor provided LPAs a tour of the facility inside and out. Facility operates from 7:30AM-5:30PM Monday through Thursday and 7:30AM-5:00 on Fridays. At the time of the inspection, there were four (4) children and three (3) staff. This is a combined center with a preschool program.

Facility uses the electronic application Brightwheel for sign in and out purposes. Licensing required notices were posted prominently on the wall at the entrance of the facility. The facility is currently utilizing one classroom for care and supervision and one play yard. Classroom had one changing table with sink readily accessible per regulation. Classroom had age appropriate toys, furnishings, and ventilation. Outdoor yard had soft cushioning, age appropriate toys, ample shade, perimeter fencing, and changing table with accessible sink. No bodies of water are present. LPAs observed mats for napping that are disinfected daily, and bedding stored separately. Food and milk are stored in one functioning refrigerator and are label and unexpired. Facility provides filter water for children. LPA reviewed a sampling of Individual needs & services plans and feeding plans. Facility had the required current sleep logs which were viewed by LPAs and found to comply. Incidental Medical Services are currently not being provided. LPAs did not observe any toxins/hazardous items accessible to children and last emergency drill was conducted on 10/20/2022. Fire extinguisher serviced on 8/1/2022.

A sampling of children and staff records were reviewed. Teachers have required qualifications. Teacher on site has Pediatric First Aid/CPR certificate expires 3/19/2024 and AB 1207 Mandated Reporter Training certificate expires 3/30/2024. LPAs verified SB 792 Child Care Adult Immunization and Tuberculosis Requirements. Facility is following Safe Sleep guidelines.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies were cited during today's visit.

Exit interview conducted and report was reviewed with the programs manager, copy provided.

THE NOTICE OF SITE VISIT WAS POSTED AS REQUIRED BY H&S CODE SEC. 1596.817. THE NOTICE OF SITE VISIT MUST REMAIN POSTED FOR 30 DAYS OR A CIVIL PENALTY OF $100.00 WILL APPLY.
