On November 8, 2024 Licensing Program Analysts (LPA) Giovani Gonzalez and Elizabeth George conducted an unannounced Required - 3 Year inspection at the above-mentioned Child Care Center (CCC). LPAs met with Site Supervisor Veronica Rubio and informed them the purpose of the inspection. At the time of the inspection 12 children and 2 staff were present.

LPAs in the company of the Site Supervisor toured the interior and exterior of the CCC. LPAs observed required licensing forms to be posted on the wall near the exit way of the classroom. LPAs note the CCC uses 1 classroom for child care purposes. LPAs observed the classroom to be clean and orderly. LPAs observed age appropriate equipment that is in good condition. LPAs observed cabinets to be secured with child locks. Site Supervisor informed LPAs cleaning compounds are stored in the locked cabinets. LPAs observed drawers that are not secured and are free of hazards. LPAs observed sufficient restrooms for children and observed them to be clean and free of hazards. LPAs observed smoke and carbon monoxide detector and the Site Supervisor stated that they recently checked to ensure they are functioning.

LPAs observed the outdoor play yard to have sufficient space for children’s activities . LPAs notes the play area is shared with other programs on the campus. The CCC provides water to children via personal water bottles that are filled with filtered water if needed. LPAs observed age appropriate equipment and a play structure. LPA notes the play structure's fall zones have sufficient mulch cushioning. LPAs observed a storage shed in the outdoor area which was locked and inaccessible to children.

A samplings of children's files were conducted. LPAs observed all children's files to be current and complete. LPAs reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current.

LPAs notes at least 1 staff member has a current Pediatric CPR/First Aid Certificate (expires 11/2025). LPA observed the sign in sheets to filled out appropriately for the children that are present.

Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

Site Supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
