On March 20, 2024 Licensing Program Analysts (LPAs) Giovani Gonzalez and Julia Meli conducted an unannounced inspection at the above-mentioned Family Child Care Home (FCCH). LPAs met with an assistant and informed them the purpose of the inspection. Licensees were not present at the time of arrival however Licensee Ignacio Jimenez arrived to the FCCH soon after. LPAs in the company of the assistant toured the interior and exterior of the FCCH. At the time of the inspection 6 children were present.

LPAs observed the living room to be clean and orderly for children in care. LPAs observed age appropriate toys and equipment. LPAs observed knives to be stored in the kitchen which is made inaccessible via child gate. LPA reminded Licensee that in order for the kitchen to be inaccessible the gate must be closed. Licensee informed LPAs that their cleaning compounds are stored under the sink which is made inaccessible with child lock. LPAs observed the bathroom to be clean and free of toxins.

LPAs observed required licensing forms and documents posted on the wall in the kitchen. LPAs observed the multiple carbon monoxide and fire detectors. Since the children were napping the detectors were not tested. However, Licensee informed LPAs that they had recently changed the batteries. The FCCH has a regulation fire extinguisher which was serviced 1/12/24. LPAs reminded Licensee to either service or purchase a regulation fire extinguisher annually.

LPAs observed the backyard to be completely enclosed. LPAs observed age appropriate toys and equipment LPAs observed the exit ways to be secured with latches that are beyond the reach of children in care. LPAs observed an area with exercise equipment that was fenced off. LPAs observed that the entry way was secured.

(1) On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.

A sampling of children's records were reviewed and found to be complete and current. LPAs observed that the assistant present and Licensee Sandra Vanegas have current Pediatric CPR/First Aid which is valid until 1/24/2026. Licensee informed LPAs that they have not taken the Mandated Reporter Training recently. LPAs reminded Licensee that it is their responsibility to maintain current certifications and training.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the
facility and LPA completed the RSO profile in FAS.

1 Type B deficiency is being given.

A notice of site visit was given and must remain posted for 30 days.
