Licensing Program Analysts (LPAs) S. Mendoza-Ceja and Maryrose Breault conducted an unannounced inspection to conclude the complaint. The complaint was initiated on December 16, 2021. The investigation included obtaining the child care roster, obtaining complainant's statement, interviewing Licensees, parents of children in care, and obtaining the service calls from the local law enforcement agency.

-Parent Interviews did not corroborate complainant's statement. Parent's indicated they are satisfied with the care and supervision and that their children's needs are met.
-Licensee Jaime Madrid Gastelum contacted the Department and filed an unusual incident report regarding the incident of November 2, 2021. Licensee stated a former parent was dropping off their child and started asking questions, Licensee stated she answered the parent's questions. The parent wanted to know why her child went "shhsh" Licensee stated she had noticed her child does this when we put the babies to nap. Licensee Jamie Madrid Gastelum stated the parent became upset and wanted to speak with co-licensee Blanca Gastelum. Licensee Jamie Madrid Gastelum told her. Parent then contacted the local authorities who came to her home. Licensee stated she spoke with the sheriff's who entered her home and looked around and left.

 -Co-licensee Maria Lourdes Gastelum stated she observed co-licensee Jamie Madrid Gastelum take the child's temperature and speak with the parent. Maria Lourdes Gastelum did not corroborate complainant's statement.

-LPA contacted the local sheriff's department which revealed a service call was conducted to the family child care home. There was not written report to document the incident.


The allegations are unsubstantiated, based on LPA's interviews with Licensee Madrid Gastelum and Maria Lourdes Gastelum and parents of children in care. Although these allegations may have occurred, there is not a preponderance of evidence to prove that the alleged violations did or did not occur, therefore, the allegations listed above are deemed UNSUBSTANTIATED.

Exit interview was conducted with the Licensee Maria Lourdes Gastelum, during which time appeal rights were explained. This report and appeal rights and Notice of Site Visit (LIC9213) were provided.
