On March 6, 2025, at 12:55 PM, Licensing Program Analysts (LPAs) Bill Billones and Elizabeth George conducted an unannounced annual random inspection of the abovementioned Family Child Care Home (FCCH). LPAs met with Amanda L. Fredrich, Licensee, and informed them of the purpose of the visit. LPAs, in the company of the Licensee toured the interior and exterior of the facility and observed required documents posted in a prominent and publicly accessible area of the facility. The hours of operation are from 7:00 AM to 5:00 PM, Monday - Friday. During the inspection, LPAs observed 7 children in care, along with Licensee and their husband providing supervision. Licensee was in kitchen and children were having lunch in dinning room. Licensee provides all meals to children in care.

The home is a single story 3 room, 2 bathroom home. The FCCH operates out of the living room, dining room, 1 bathroom and backyard outdoor play area. The rest of the home is excluded from child care. The rooms used for child care were observed to be clean, organized, and appropriately furnished. Licensee provided a new facility sketch with updated off limit areas. The bathroom was observed to be clean. LPAs observed adequate amount of cots and blankets for children in care. LPAs observed one cat and one dog in the home, and a dog crated in the garage. Licensee states vaccines for the animals are up to date.

LPAs observed a carbon monoxide detector and a smoke alarm which were both tested at 1:13 PM and found to be operable. Disinfectants and cleaning solutions are stored on top of the refrigerator, making them inaccessible to children. Sharps and medications are stored in cabinets in the kitchen and placed on the top shelf. Licensee notes no firearms or ammunition are stored on site. LPAs observed a regulation fire extinguisher (2A10BC) that was purchased on 2/3/2025 and note disaster and fire drills are conducted every 6 months. Last fire drill was conducted on 2/3/2025. The outdoor yard area is enclosed by wooden fencing and gate kept secured with a padlock. Outdoor toys are age appropriate. No bodies of water were observed.

A sampling of children and staff records were reviewed. The children’s records were found to be complete and contained all necessary documents. All infant’s files reviewed had an Individualized Infant Sleep Plan and a 15 minute sleep chart. Staff records review contained current Pediatric First Aid/CPR certifications and Mandated Reporter training. Licensees’ Pediatric First Aid/CPR (American Red Cross) was taken on 2/8/2025 and Mandated Reporter was taken on 7/25/2023. Licensee was reminded to keep training certifications current and updated prior to expirations. All adults present in the home were associated and cleared.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

No deficiencies were cited during today’s visit. A notice of site visit was given and must remain posted for 30 days.
