25 | On 7/21/23, at 8:45 AM , Licensing Program Analyst (LPA) Elvin Baddley conducted a unannounced One Year Required inspection of the abovementioned Family Child Care Home (FCCH). The inspection is also to address the request to use the backyard area for child care services. LPA met with Debra Castillo, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The home’s kitchen, converted bedroom, attached restroom and side yard are used for child care services, while the remainder of the home is excluded from child care. At the time of the inspection no children are present.
The home was orderly and void of hazardous items. The bathroom used by the children was observed to be clean and free of toxins. Medication, sharps and cleaning compounds are stored on elevated shelves in kitchen cabinets. Toys, furniture and equipment observed in the FCCH are age appropriate.
LPA observed a fire extinguisher (2A10BC) in the home which was purchased 6/19/23. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. The home has numerous combination smoke/carbon monoxide detectors. A combination smoke/carbon monoxide detector was tested in the home at 9:20 AM and found to be operable.
The side yard is enclosed by wooden fencing and has a number of play structures. Toys and play equipment observed in side yard are age appropriate and in satisfactory condition. The FCCH's backyard is enclosed and the footing in the area is varied. The backyard has a jacuzzi which is locked on all sides. The backyard also has two water fountains. Rocks are placed at the base of the water fountains which leaves the water at the base under two inches. Licensee was informed to ensure direct supervision of the children while they are in the backyard area.
Although no were children are on site, LPA reviewed a sampling of children's records. Records reviewed
