On 5/12/23, at 12:30 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted a One Year Required Inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Evelyn Ruiz, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior of the FCCH. The home’s living room and restroom are used for child care, while the home’s bedrooms and patio are excluded. At the time of the inspection six Children (one biological) are present along with an Assistant.

LPA observed required licensing forms and documents post on the wall in FCCH near the entry door. No fireplace is on site LPA observed combination smoke and carbon monoxide detectors throughout the FCCH. A detector in the living room was tested at 1:00 PM and found to be operable. LPA observed a regulation fire extinguisher in the FCCH which was serviced on 1/24/23. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home’s fire/disaster drill log. The most recent fire drill occurred on 2/10/23.

LPA observed the FCCH to be orderly. The bathroom used by children in care is clean and free of toxins. LPA observed medication and sharps in FCCH's kitchen which is excluded from care. Cleaning compounds are located in the FCCH's laundry room which is also excluded from care. It should be noted LPA observed a child safety gate at the entry of the kitchen. Toys, furniture and equipment in the FCCH are age appropriate.

The FCCH does not have an outdoor play area. LIcensee informed LPA Licensee regularly takes children in care to neighboring parks for outdoor activities. LPA reminded LIcensee to ensure children are in direct supervision when they are traveling outside of the home and the play structures accessed by children are age appropriate. No bodies of water are observed on site.

LPA reviewed a sampling of the children records. All records reviewed are current and complete. A current roster of children and immunization records are reviewed among other things. LPA also reviewed

documentation noting the children's sleep checks conducted in 15 minute intervals. The Licensee's records are current and complete with Pediatric CPR and First Aid certification expiring in 11/14/23 (EMSA approved) and Mandated Reporter training expiring on 7/22/23. Licensee informed LPA no firearms or ammunition are stored on site.

ncidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as for additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A Notice of Site visit was given and must remain posted for 30 days.
