On June 7, 2022 at 9:50 AM Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced 1 Year Required Inspection met with Site Supervisor, Stephanie Smith- Beard. LPA explained the purpose of the inspection. Prior to inspection LPA asked screening questions related to COVID -19 and responses indicate there are no COVID-19 exposure on site. The Child Care Infant Center Center (CCC) is located in the campus of Santa Barbara High School. The Infant Center is currently operating the Summer Program, Monday to Friday 7:30 AM to 4:00 PM.

LPA in the company of Ms. Smith-Beard toured the Center inside and out. There were 4 Infants and seven Toddlers and 6 Staff present. Licensing required forms are posted in the wall. The current snack menu is also posted. LPA observed two carbon monoxide detectors. LPA observed the furniture are appropriate for young infants. There are four diaper changing tables, 1 potty chair and one toilet. The playground equipment are age appropriate.

A sampling of children and staff records were reviewed. LIC 9227 Infant Safe Sleep Plans are signed and on file. Napping infants are physically check every 15 minutes. Ms. Smith-Beard has valid Child Development Program Director Permit, teachers qualification were also verified. Staff present have current Pediatric First Aid/CPR certificates that expire on 4/27/2023. LPA observed that AB 1207 Mandated Reporter Training Certificates are not on file. Ms. Smith- Beard stated, staff have taken different Mandated reporter training but not per AB 1207. LPA observed that some of Personnel records are not available in the Infant Center, Site Supervisor stated that complete staff files are kept in the Office of Early Education and Support located in different location. A collateral inspection will be conducted.

The CCC is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Deficiency was cited during today's inspection and a Technical Assistance was provided.

A notice of site visit was given and must remain posted for 30 days.

Based on interview and record review, CCC did not comply with the section cited above all staff have not taken Mandated Reporter Training per AB 1207 which poses/posed a potential health, safety or personal rights risk to persons in care.
