On December 7th, 2022 at 12:54PM Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced Annual/Random inspection. LPA met with center Director Brian Cogswell and explained the purpose of the inspection. Director provided LPA a tour of the center inside and out. At the time of the inspection, the center had eighteen (18) children in care and six (6) teachers. The center operates from 8:15AM – 5:30PM Monday-Friday. This is a combined center with a preschool program.

LPA observed required licensing notices posted prominently on the wall at the entrance of the facility. Center uses the electronic application BrightWheel for sign in an out purposes. The center currently utilizes three classrooms all which had age appropriate toys and furnishings. LPA found classrooms to be neat, orderly with proper ventilation. Children’s cubbies are separated, and personal items do not mingle. The classrooms had a changing table with sinks readily accessible. LPAs observed cots for napping that are disinfected daily, and children’s bedding stored separately. At the time of the inspection, children were napping with proper care and supervision with unencumbered access to exit in case of emergency. Food and milk are stored within two refrigerators both functioning properly. Children provide their own water and filtered water is available for use. Center provides one snack for infants and menu is posted on the wall. Outdoor play area has ample shade, soft cushioning and age appropriate toys and equipment. LPA reviewed a sampling of individual needs & services and feeding plans. Incident Medical Services are currently not being provided and LPA observed first aid kits in classrooms. The last fire drill was conducted on Nov. 16th 2022 at 10:00AM.

A sampling of children and staff records were reviewed. Teachers have required qualifications. Teacher present has Pediatric First Aid/CPR certificate expires 4/8/2024 and all sampled AB 1207 Mandated Reporter Training certificates are current. LPAs verified SB 792 Child Care Adult Immunization and Tuberculosis Requirements. Facility is following Safe Sleep Guidelines.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

No deficiencies were cited during today's inspection.
