On February 12, 2025, at 10:40 AM, Licensing Program Analysts (LPAs) Bill Billones and Sylvia Mendoza-Ceja conducted an unannounced annual inspection of the abovementioned Child Care Center (CCC) – Infant Center. LPAs met with Brian Cogswell, Head of School, and informed them of the purpose of the visit. LPAs, in the company of the Head of School toured the interior and exterior of the facility and observed required documents posted in a prominent and publicly accessible area of the facility. The Infant Center operates out of 2 classrooms and an outdoor play area at the noted address. The hours of operation are from 8:15 AM to 4:00 PM, Monday - Friday. During the inspection, LPAs observed eleven (11) children in care, along with three (3) teachers and one (1) aide providing supervision and care (all associated and cleared).

The classrooms used for child care were observed to be clean, organized, and appropriately furnished. The facility uses the Bright Wheel Application to sign children in and out. The classrooms were numbered #4 and #5. LPAs observed three awake children in classroom #4, one child was being fed by an aide. A refrigerator in the classroom contained food provided by parents and was dated and labeled for each child. LPA's observed two children napping and one teacher in an area that is connected by a door and separated/walled off from the classroom. LPAs observed six children in classroom #5 and two teachers. There were four (4) potties available in classroom #5. Waste receptacles were observed to have tight fitting lids. Head of School states the changing tables are cleaned after each use. LPAs observed an adequate number of cribs and beds. Soiled laundry is stored in a sealed container and made inaccessible to children in care. Water is provided via reverse osmosis filtered water fountains in each classroom.

LPAs observed a carbon monoxide detector on site which was tested at 11:11AM and found to be operable. Disinfectants and cleaning solutions are placed high on shelf and made inaccessible to children in care. Medications are stored in the office and made inaccessible from children in care. No bodies of water were observed on facility grounds.

The outdoor infant yard area is enclosed by wooden fencing. The fence’s entry/exit gates are secure. Outdoor furnishings, toys, and equipment are age appropriate. The play structures in the outdoor play area have adequate cushioning materials to absorb falls. Shade is provided by trees, shade covers and building overhangs. A sandbox was observed and Head of School states it is cleaned daily and covered at night.

A sampling of children and staff records were reviewed. The children’s records were found to be complete and contained all necessary documents. All infant’s files had an Individualized Infant Sleep Plan and a 15 minute sleep chart. Staff records contained current pediatric CPR and First Aid certifications from an approved EMSA vendor along with Mandated Reporter certifications. Head of School was reminded to keep training certifications current and updated prior to expirations. Head of School states no firearms or ammunitions are stored on site. LPAs note the last fire drill was conducted on February 7, 2025.

Head of School was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Last lead testing was conducted on May 20, 2022.

LPAs discussed the safe sleep regulations with Head of School and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Head of School was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During today's inspection, a Type B deficiency was cited under CCR 101416.3(b). An aide was observed in classroom alone with children in care and was left unsupervised without a qualified teacher. Appeal Rights were provided. A notice of site visit was given and must remain posted for 30 days.
