On 3/9/20 at 12:30pm, Licensing Program Analysts (LPAs) Melissa Stewart and Maria McDaniels conducted an unannounced Required- 1 year inspection and met with Licensee, Elia Cabrera, whose primary language is Spanish. LPA informed Licensee that if they are unable to understand each other, LPA will contact the language translation service for assistance. Licensee stated that her adult daughter is present in the home and available to translate, if necessary. The purpose of the inspection was explained and the home was toured inside and out. All required forms are posted in a prominent location. At the time of inspection, there were 2 children laying on nap mats.

The family child care home operates in the living room, dining area and backyard of the home. LPA observed age appropriate toys, books and furnishings in the indoor activity area. The bathroom used by children was observed to be clean and free of toxins. Four bedrooms are off limits and kept locked when children are present. All hazardous items are stored inaccessible to children in care. Licensee stated there are no guns or ammunition in the home. Outdoors, LPA observed playhouse, bikes, sandbox, grass area, art easels and a variety of age appropriate toys. The backyard is completely fenced; there are no bodies of water.

The home is equipped with a carbon monoxide and smoke detector. LPA observed the 2 A10 BC fire extinguisher which was serviced on 10/7/19. Licensee was reminded to service or replace the fire extinguisher yearly. Continued on 809-C

Licensee completes and documents emergency drills. The most recent drill was held on 2/26/20. Licensee is Pediatric CPR and first aid certified through 9/22/20. Licensee has met SB 792 immunization requirement. LPA informed Licensee that the Mandated Reporter General Training is now available online in Spanish by selecting "settings" at the top of the first page: www.mandatedreporterca.com. The training for Child Care Providers per AB1207 is not yet available in Spanish. Facility roster and a sample of children's records were reviewed and found complete. Licensee stated that there are no children enrolled who require medications at this time.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA reviewed and provided Licensee with Safe to Sleep brochure in English and in Spanish. LPA provided “Effects of Lead Exposure” brochure to be distributed to all families. Licensee was reminded that it is her responsibility to know the regulations for Family Child Care Home and was advised to review Quarterly Updates and Provider Information Notices (PINs) which can be accessed on-line at www.ccld.ca.gov. Licensee stated that she receives important updates from Community Care Licensing Division via email.

This home meets the requirements for a Large Family Child Care Home.The Santa Maria Fire Department conducted an inspection and granted a fire clearance on 3/3/20. Capacity increase to 14 children is effective today, 3/9/20.

In the areas evaluated, no deficiency cited.
