On 8/13/2024, at 1:08 PM, Licensing Program Analyst (LPA) Joaquin Mendez conducted an unannounced Required Annual Inspection of the Diaz Family Child Care Home. LPA met with Blanca Diaz, Licensee, the purpose of the visit was discussed with the Licensee and together we toured the inside and outside of the home. LPA observed 14 children present and 3 assistants at the time of the inspection. LPA notes there is an adult tenant living in the first room entering the home. All adults living in the home are fingerprint cleared through Guardian and LIS.

This is a 3-bedroom home with two bathrooms, a kitchen, dining area, backyard covered patio, and living room converted into a playroom. The main day care areas are living room, dining room, and hallway bathroom. LPA observed the day care area to be clean and orderly. LPA observed age-appropriate books, toy, games, tables, and chairs. LPA observed the off-limits areas which include the 3 bedrooms, kitchen, washroom, and 1 bathroom secured with doorknob covers and gates. The backyard is completely fenced. LPA observed age-appropriate toys, bikes, play structure and playhouses. LPA observed a small outdoor dog in the master bedroom.

· No bodies of water were observed.
· Licensee stated that there are no weapons/ammunition in the home.
· Licensee stated she does not hold a foster family license.
· Knives are stored in an elevated cabinet in the kitchen inaccessible to children.
· The fire extinguisher was observed mounted on the dining room wall and was serviced July 09, 2024.

LPA observed the installed pull fire alarm on the inside wall of the kitchen.
· Medications are safely stored in an elevated cabinet in the kitchen inaccessible to children in care.
· There is a functioning carbon monoxide detectors and smoke alarms throughout the home that meet statutory requirements but were not checked due to children’s nap time. Licensee stated the carbon monoxide detector and smoke detectors were tested during annual rental agreement inspection April 2, 2024, and were functioning.
· Licensee is current with immunization required per SB 792.
· The last fire Safety drill was conducted 8/13/2024.
· Licensee is current with CPR and First Aid which expires May 29, 2026.
· Mandated reporter training certificate expires 2/07/2026, that is required per AB 1207.

LPA reminded Licensee of their responsibility to renew the required training. Children’s records were reviewed and found through conversation the Licensee checks the napping infant every 15 minute but does not document due to a misunderstanding. Licensee stated that she thought it was only necessary while infant is sleeping in a different room from the care giver. LPA advised Licensee the importance of keeping up with all required documentation for the FCCH. The Individual Safe Sleep Plan was given to the licensee and instructions on filling out the individual safe sleep plan was explained for infants 0-24 months old. LPA reminded licensee that documenting of napping infant is for up to 24-month-old infant.

and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee, Blanca Diaz and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Blanca Diaz was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee, Blanca Diaz confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the licensee, Blanca Diaz. The inspection visit was conducted in Spanish as is preferred language to Licensee Blanca Diaz and report was translated in Spanish by LPA Mendez. During today's inspection no citations and 1 Technical Violation was issued. LPA observed licensee post the Notice of Site visit.
