Licensing Program Analyst (LPA) Ruth Gull conducted an announced PRE-LICENSING inspection to the center. Met with David Pennington, Applicant and Victoria Neal, Director. The center is located on the grounds of the First Baptist Church of Carpinteria. LPA toured the center both inside and outside. The 4 classrooms, Fireside Room, and Receiving Room were measured and the inside square footage exceeds the requirement for 45 children. There are 3 toilets and 3 sinks (located in either a classroom or the hallway), 3 sinks outside, and an adult bathroom. The classrooms are equipped with age appropriate furnishings and toys. There are individual cubbies for the children's belongings/nap bedding and mats are stored in the Fireside room. The center will provide snacks and the kitchen is off-limits/safety gated. The playground has age appropriate toys and equipment and shaded areas. The outdoor area was measured and exceeds the square footage requirement for 45 children.
The fire clearance was granted on 01/03/2020 for 45 children.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm
Director was reminded that it is her responsibility to know the Child Care Center regulations which can be accessed online at www.ccld.ca.gov. LPA reviewed and provided a pamphlet on Effects of Lead Exposure to be distributed to all current and new families.

Center is licensed effective today, 01/17/2020 for 45 children. The LIC 9213 (Notice of Site Visit) was posted.
