1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 8/10/21, at 9:30 AM, Licensing Program Analyst (LPA) Francisca Velazquez and Licensing Program Manager (LPM) Maria Mueller made an unannounced pre-licensing inspection to the Child Care Center (CCC). Prior to entering the CCC, LPA conducted a pre-screen COVID-19 questionnaire and based on Applicant's responses it was determined that there are no COVID-19 exposures in the facility. LPA and LPM met with Raquel Valdez, Preschool Program Director and explained the purpose of the inspection. There are no children present in the facility at the time of the inspection. SMBSD- Arellanes Prekindgergarten submitted an application for Preschool Child Care Center with a capacity of twenty-four (24) children. This CCC will be operating two (2) sessions from Monday through Friday. Morning session will operate from 8AM-11AM and afternoon session will operate from 11:45AM-2:45PM. This CCC is located in 1890 Sandalwood Dr. Santa Maria, CA 93455. This CCC was toured inside and outside. PK classroom will be used by pre-school children. CCC has one (1) toilet and two (2) sink located inside. CCC has additional girls restroom outdoors which has five (5) toilets, two (2) indoor sinks and two (2) outdoor sinks. CCC has additional boys restroom outdoors which has three (3) toilets, three (3) urinals, two (2) sinks indoors and two (2) sinks outdoors. Indoor and Outdoor area measurements are on file. LPA observed CCC is clean, safe, sanitary with plenty of learning activities for the children in care. Center has age-appropriate equipment for preschool age children. Lunch will be provided by the school district food service department. Families will sign in and sign out at the facility during drop off and pick up. LPA observed carbon monoxide detector and smoke detector in the CCC. Director stated that carbon monoxide and smoke detectors are monitored by the school district. In addition, Director stated that school district tested both detectors this morning. Director informed LPA no firearms or ammunition are stored on site. CONT 809-C

LPA observed the outdoor play area to be completely fenced with large play structure and plenty of gross motor activities for children in care. Outdoor play area is safe, clean and free of potential hazards. LPA and Director discussed ensuring there is enough wood chips under slides and climbing structures and also discussed appropriate shade for children in care. Director stated that facility will request for school to place a temporarily water fountain in the preschool yard or they will use pitchers of water with cups so water can always be readily accessible to children in care. LPA did not observe any bodies of water.

LPA discussed with Director the Licensing forms to be posted, License, Emergency Disaster Plan (LIC 610), Parent's Rights Poster (PUB) 393, Personal Rights (LIC613A), Child Car Seat Law, Menu.

Director has CPR/First Aid which expires today, 8/10/21. LPA provided Director with web page of EMSA approved CPR/First Aid courses and also the phone number to CPR/Frist aid certified trainer.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the course of the inspection, LPA discussed COVID-19 Mitigation plan, best practices, and the implementation of such in the Center.

This CCC is pending clearance by Santa Maria Fire Department.

Issuance of License is pending fire clearance, photographs of classroom set up for child care use, current CPR/First Aid certification, and proof of lead component of the Preventative Health Training.

An exit interview was conducted with Director, Raquel Valdez and copy of this report was provided to Director.

LPA provided Notice of Site Visit (LIC 9213) to be posted. FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY
