On 04/22/2022 at 10:00 AM a prelicensing inspection was conducted by Licensing Program Analyst (LPA) S. Mendoza-Ceja who met with Director Jenny Yznaga. Director Jenny Yznaga has requested licensure for 13 infants. The infant program will be operating Monday - Friday, 7:30AM - 5:30PM. LPA inspected the infant rooms inside and the outside play area. LPA observed the the two rooms to be clean, orderly, and appropriately furnished for infants. Medication when accepted will be maintained in a cabinet higher than 5 feet and a refrigerator is available. Director states parents will provide infant formula/bottles and food service. Director stated if formula or food is not received from parent, the center staff will provide Enfamil Formula or food service based on the Needs and Services Plan from parent.

LPA also measured the both rooms to have 470 square feet indoors (crib area was excluded in measurement). LPA inspected and measured the outdoor playground to have 1263 square feet which exceeds the playground requirement for 13 infants. There is one infant restroom which includes 1 toilet, 1 sink and 1 changing table, in addition another changing table and sink available outside. Also observed was a staff restroom. Drinking water is available inside and outside. Director discussed the activity area to be used as a napping area for older infants who have a scheduled nap time. LPA advised this would be reviewed further.

The Director stated they will be utilizing an electronic/online program through Brightwheel for sign in/out, including maintaining the the children's 15 minute nap check, daily food intake, and diaper changes. LPA reviewed the appropriate documents posted for review which includes and not limited to the Parent Rights, Personal Rights, Earthquake Preparedness Checklist, Emergency Disaster Plan, Lead Exposure Publication, Car Seat Safety, and SIDS. LPA discussed COVID-19 and was advised the center has a COVID-19 Mitigation Plan on file. Director qualifications were reviewed including AB 1207 Child Abuse Mandated Reporter Training, Health Screening, and verification of current with Pediatric CPR and First Aid.

LPA reviewed with facility representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
