On 11/04/2021 at 8:45am Licensing Program Analyst (LPA) Sabina Dodoo, met with center director Melissa Momand for an UNANNOUCED ANNUAL REQUIRED INSPECTION. Present for the inspection were four teachers (S1, S2, S3, S4) who are all fingerprint cleared and associated, and 11 children were present in the classroom. The classroom was within ratio. LPA provided licensee a copy of form LIC 126. The Child Care Center was toured to conduct a Health and Safety Inspection. The facility currently operates Monday through Friday from 7:30am to 6pm.

The child care center is a single story building with 3 classrooms(Red Door Classroom, Yellow Door Classroom, Blue Door Classroom). LPA (Sabina) observed the classroom to be neat with proper ventilation and materials equipped to care for the children. Children and parent(s) enter through the front gate where there is a code and a door bell. The children wash their hands upon entering the school. LPA observed the bulletin board (parent’s rights, emergency disaster, earthquake drill, schedule, facility menu, personal rights and facility license are posted).The parents sign in and sign out through a phone app called Learning Genie.

The OFF-LIMIT AREAS are: the main office which is located upstairs.

The ON-LIMIT AREAS are the play yard, red door room, yellow door room, and blue door. The classrooms have safe furnitures appropriate for children. The bathrooms have pumping soap, paper towel dispenser and toilet paper for use. The trash bins are covered with a lid and all sharp knives in kitchen area are stored out of reach in top cabinets. All the disinfectants and cleaning solutions are stored in the top cabinets so the children do not have access to them. The kitchen area also has a locked door gate that swings outward. All foods and snacks are prepared by the teachers. They also have food delivery by a company called Taste. LPA observed the teachers serving breakfast and lunch. The milk percentage is 1 percent milk stored in the refrigerator. The classroom is equipped with toys, books, chairs and tables that are appropriate for the age group. The outside area has water dispenser, art table, sand box, slides and swings. The teachers were giving 100 percent visual and physical supervision at all times.

All hazardous materials and toxins are kept out of reach from children and are not accessible. The Child Care Center has a fully charged fire extinguisher 3A-40-BC, working smoke detector, carbon monoxide, telephone and fully stocked first aid kit. Per Director, there are no firearms on the premises. The children are able to wash their hands and paper towels are provided for them to wipe their hands. The furniture around the classroom is child proof and the toys are stored in safety bins that can be easily accessed by the children.

The Director completed the Health and Safety training, CPR/First Aid is current. The director is in compliance with the immunization laws and has completed the mandated reporter training on 01/06/2020. The director conducts and documents fire and disaster drills twice a year and the last conducted drill was on 10/06/2021. All required forms are posted and visible for public review.

At 10am LPA (Sabina Dodoo) reviewed 5 children’s files and 4 staff files, facility file and documented on LIC 857. There is a current roster available for review and copy obtained. The fire drill disaster plan was last done in October of 2021. All staff files and children’s files are in compliance with all the required forms. The Gate code was obtained for departmental records.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. Licensee was reminded that all adults 18 and over living or working in Child Care Center, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded of the responsibility as a mandated reporter and the trainings must be done once every two years as well as CPR/First Aid needs to be renewed every two years and must be EMSA approved. LPA also encouraged licensee to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, as well as all forms can be downloaded. For licensing updates and Quarterly Child Care Distribution email, email childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list.

Effective August 1, 2003 California Law requires Child Care licensees to report unusual incidents or injuries to children in care to child’s parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours to the regional office by phone and the written report, LIC 624 within 7 business days.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Exit Interview and staff interview conducted with Director Melissa Momand at 12:40pm. This report shall remain on file for the next 3 years.
