1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On Tuesday, July 18, 2023, at 10:30 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required 1 Year Visit. LPA met the Director Penny Corpus and explained the nature of site visit. Present on this visit were 8 Teachers and 37 preschool children. The facility operates from Monday to Friday 7am to 6pm. LPA toured the facility to conduct a health and safety inspection with the Director. Facility’s License, Parents’ Rights Poster, Personal Rights, Activity Schedules and Menus were observed to be posted. At 11 am, LPA observed teacher to children ratio complied and children were engaged in various activities under the visual supervision of the teachers. Facility's licensed 5 classrooms which are Room 1 - Ladybugs, Room 2 - Parrots, Room 3 - Frogs, Room 4 - Owls and Room 5 - Butterflies. The Room 4 is being use as a Staff and storage room. The facility is currently on its Summer Program that will end of July and new school year starts on August 14th. The preschool classrooms, restrooms, kitchen, pantry, storage, and office area were inspected. The floors of all rooms appear to be safe and clean. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. Furniture and equipment such as mats, cots, tables, and chairs were age appropriate and were in good condition, free of sharp, loose, or pointed parts. All kitchen, food-preparation and storage areas were all kept clean and free of litter and rubbish. Food and beverages were kept protected against contamination and spoilage. Restrooms for children's use were observed to be in safe, sanitary, and functioning condition. LPA reminded the Director that firearms and other weapons is not be allowed on or stored on the facility premises. SEE LIC 809 C.

Outdoor activity space is fenced and play equipment were maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities. Trash cans use for solid waste had tight-fitting covers on and were in good repair.

Facility files were reviewed. LPA observed Smoke and Carbon Monoxide Detectors, fire pull stations, fire extinguishers and sprinkler system. Fire and Disasted Drills were conducted and documented every 6 months, the last drills were conducted on May 2023. Acitvity schedule, children sign in and out sheets and enrolled students were reviewed in each classrooms. Facility does not provide transportation for children, but Director understands that children cannot be left alone, unattended in park vehicles.

Children's files were reviewed. The records reviewed include Admission Agreement, Identification and Emergency Information, Medical Assessment, "Boo Boo" Report and Immunization. Staff file was reviewed. There was at least one Teacher with current certification in Pediatric CPR and First Aid present at the facility during inspection. LPA reminded the Director that Child Care Providers Mandated Reporter training requires 2 year requirement. LPA reminded that only the Influenza vaccination can be decline with a written declination.

Director stated that facility does handle medications and does currently have children in care who requires Incidental Medical Services - IMS Epinephrine and Inhaled Medication. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed to the Director that CDSS has revised the ARPA survey to meet federal requirements. As a result, all child care providers must complete anew American Rescue Plan Act (ARPA) survey by August 15, 2023. LPA also provided a copy of the CDSS Program Overview and Instructions for the Construction and Major Renovation Grant. LPA provided a copy of IMM - 874 Child care staff and volunteers in California are required to show proof of vaccination against these dangerous diseases: measles, whooping cough, and flu.

The Director will require the staff to complete the above requirement.

Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
