Licensing Program Analyst (LPA), Pete Hernandez, met with Site Director, Linda Kerin Garvey, for a Required 1 Year inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), and Activity Schedule. There is an active waiver to allow licensure even though outdoor space is only measured for 50 children.

LPA reviewed 8 children's files and six staff files. One teacher showed proof of valid CPR/First Aid that expires 6/30/23. Site Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities: should they resume. LPA reviewed the sign in/out sheets.

LPA observed that the teacher/child ratio was in compliance during today's inspection of records. Site Director understands the conditions, limitations, and capacity specifications of the Facility license. Site Director understands that the children shall be visually supervised at all times and never left unattended.

The rooms are clean. Site Director states that the Facility has a third-party cleaning service that cleans the Facility Monday through Friday in the early morning and after school. Drinking water is readily available for the children indoor via water bottles and disposable cups and in the outdoor areas via drinking fountains. Staff and children's bathrooms are clean, sanitary, and operable. There is a separate staff bathroom not utilized by the children which a sick child can use if needed. Site Director states that there are no weapons or firearms on the premises. Cleaning supplies are stored in the upper cabinet in each room inaccessible to children. There are trash cans with tight lids throughout the facility for the disposal of solid waste. LPA observed a functioning carbon monoxide detector at the facility.

The playground areas utilized by children are surrounded by appropriate fencing and the outdoor surfaces are safe for the children. All playground equipment and climbing areas are covered in soft cushioning material to protect the children from falls. Shade is provided by canopies, umbrella, and trees. LPA observed rubberized resilient material under the climbing structures. LPA did not observe any bodies of water.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. A review of staff records during the inspection indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

LPA conducted an exit interview with the site director prior to the conclusion of today's inspection and advised the site director of the required "mandated reporter" training for CA Child Care Workers for AB 1207 that all Licensees and staff are required to complete every two years as of January 1, 2018. A deficiency is being cited based on the LPA observation, interviews conducted, and record review in accordance with the California Code of Regulations, Title 22, An exit interview was conducted, and Plan of Corrections were reviewed and developed with the licensee. A copy of this report and appeals rights were discussed and left with the Licensee, Linda Garvey, whose signature on this form confirm receipt of these documents.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE ENTRANCE TO THE FACILITY, AND MUST REMAIN POSTED FOR 30 DAYS.
