DUE TO THE COVID-19 PANDEMIC, THIS INCREASE IN CAPACITY VISIT WAS DONE VIA TELE-VISIT THROUGH FACETIME.

A Case Management Visit was conducted on this date 8/13/2020 by Licensing Program Analyst (LPA), Melanie Otsuji. LPA met with center director, Paula Evans-Fitch. The center has submitted an application for an increase in capacity from 30 to 40 children. Facility has chosen to close their Infant Component and add their Toddler Option to their Preschool License. The center will now be operating in 3 classrooms (Rooms Ocean, River and Bay). The Bay room will be utilized by up to 10 toddlers. Hours of operation are from 7:30AM - 5:30PM, Monday through Friday. Temporarily due to COVID19, hours have reduced to 8:30AM - 4:30PM. A health and safety inspection was conducted inside and outside. The following is the total overall measurement:



INDOORS: 1472.44 square feet = 42 children
OUTDOORS: 3297.83 square feet = 44 children

There are 8 sinks, and 3 toilets available for children. There is 1 staff bathroom located outside of the ocean room. Playground equipment is in good condition. Drinking water is available inside and outside. All toilets and hand washing facilities are in safe and sanitary operating conditions. Facility provides AM/PM snacks. Lunch is catered by an outside source. Menus are posted. Snacks are provided and prepared on site. There is adequate variety and quantity of foods to meet the children's needs. The storage of napping equipment was observed. Facility has a functioning carbon monoxide detector. A review of staff records on 8/13/2020 indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The center has obtained an approved fire safety inspection from the Palo Alto Fire Department on 6/25/2020 for 40 children. All licensing required documents are posted.

Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. Notice of Site Visit form was provided and posted.
The center was found to be clean, safe, sanitary and in good repair. There are no deficiencies cited during this visit.

A license for 40 preschool children, which includes up to 10 toddlers in the toddler option program, will be issued effective today 8/13/2020.
