Licensing Program Analyst (LPA) Anna Morales conducted an ANNUAL RANDOM visit. LPA was greeted by Site Director Yareli Martinez and Enrollment Program Coordinator Tricia Darrell. Operating hours are Monday through Friday, 8:30am-5:30pm. The Facility is licensed on the campus of Mission College in the following rooms: Room 3 - Tulips (toddler option), Room 4- Snapdragon Room 5 - Sunflowers, and Room 6 - Orchids. The facility maintains an sign in and out system, that is updated throughout the day, containing full signatures from responsible parties. The facility maintains an updated roster of children enrolled in the program.

LPA toured the indoor and outdoor space of the Facility during today's inspection. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Menus, and Activity Schedule. Last disaster drill was conducted on May 23,2024.

LPA observed in Classroom 6 (Orchids), LPA observed 14 preschool aged children with three staff, in the Toddler Component classroom( Tulip), LPA observed 7 children with four staff and in Classroom 4 (Snapdragon), observed 5 children with two staff. LPA was informed that the Room 5(Sunflowers) classroom is closed at this time. LPA observed that the teacher/child ratio was in compliance during today's inspection. Children were engaged Facility is Title 5 funded and thus Title 5 ratios apply.
Children were engaged with activities with supervision of staff. If a child comes to the facility who exhibit symptoms of illness including, but not limited to, fever or vomiting, they are not accepted into care. Any child who become ill during the day, shall be isolated until parent pick-up.

Fire extinguisher, smoke and carbon monoxide detectors were observed. The fire alarms and smoke detectors are interconnected/ hardwired. Outdoor activity spaces are enclosed by fencing and are observed to be free of hazards. LPA observed play equipment were in good condition and shade is provided. Drinking water was readily available to children indoor and outdoor.

Activities schedule is posted. Facility provides meals and snacks and the Menus are posted. LPA observed that food storage areas were clean and free of litter. LPA provided the Program Director with website resources on managing food allergies at school and handling medical emergencies related to food allergies.

This facility provides Incidental Medical Services – IMS however, LPA reviewed storage of medication and equipment/supplies, and reviewed children's personnel, and administrative records. A sampling of children and staff files was taken for review during today's inspection. Children records reviewed include Admission Agreement, Identification and Emergency Contact, Consent for Emergency Medical Treatment form, receipt of Parent Rights Notice, Personal Rights Notice, Medical Assessment, Immunization, Infant Needs and Services Plan and 15 minute sleep check(s).

Staff records reviewed Health Screening Report and TB test, Immunization (Measles, Pertussis, and Flu) record and required Training. LPA reminded Director that the online AB1207 Mandated Reported Training needs to be renewed every two years. There was at least one person with current certification in Pediatric CPR and First Aid present at the facility.

Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Regulations, Online option to pay Annual License fee, Adoption of new Laws, etc.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test). LPA verified that the lead testing was completed in accordance to the Written Directives.

Director was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited at today's inspection. Exit interview was conducted with Yareli Martinez and Tricia Darrell. Notice of site visit was given and to be posted for thirty days.
