Licensing Program Analyst (LPA's) Anna Morales and Shine Yu, conducted an unannounced annual required and was met by Director Whitney Lukanc. The Center is located on the campus of Bracher Elementary School.
The Preschool is licensed in Room A and B and the State Preschool is located in Room 22, which operates a half day program from 8:15am to 11:15AM, Monday through Friday during the calendar school year. All classrooms operate under Title 22 and Title 5. Currently, Classroom A is closed, but Classroom B and Room 22 remain open.

LPA's observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Menus, and Activity Schedule. Last disaster Drill was conducted on 8/21/2024.

LPA's observed in Classroom B: Four qualified teachers and with 10 students. In Room 22, LPA's observed seven students and two qualified teachers. Facility was observed to be in compliance with teacher to child ratio requirement during visit.

A Fully charged, 2A 10BC Fire extinguishers were observed in the front of the classrooms. The Carbon monoxide detectors are interconnected with the smoke alarms located on the ceilings. Each of the classrooms have refrigerators and cubbies for personal storage. Disinfectants and toxics materials are stored inaccessible to the children. Observed trash bins with tight fitted lids. Each of the classrooms have first aid kits LPA's were informed that the parents use a electronic sign in and sign out.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA's verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1.CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA's observed fully fenced playground area. Observed climbing structures and with materials that observe falls. Shade is provided by the trees The children use there own water bottles, and the water is also provided by the school. Playground is age appropriate. LPA's were informed the school provides breakfast, lunch and snacks that are delivered by the school district. LPA's provided the Program Director with website resources on managing food allergies at school and handling medical emergencies related to food allergies.

LPA's reviewed a random selection of children files. Children records reviewed include , Identification and Emergency Contact, Medical Assessment and Immunization. The isolation room is in the main office or in Room A.
LPA's reviewed a random selection of Staff records reviewed include Health Screening Report and TB test, and Immunization (Measles, Pertussis, and Flu) record and current Mandated Reporter Training. LPA's reminded Director that the online AB1207 Mandated Reported Training needs to be renewed every two years. There was at least one person with current certification in Pediatric CPR and First Aid present at the facility.

LPA's also reviewed with Director the violations that would result in an immediate assessment of civil penalty in the amount of $500. Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Regulations, Online option to pay Annual License fee, Adoption of new Laws, etc.

Director was informed of the MyChildCarePlan.org website; a
consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were cited at today's inspection. Exit interview was conducted and reviewed with Director. Notice of site visit was given and must remain posted for 30 days.
