Licensing Program Analyst (LPA), Stephanie Collins, conducted an unannounced annual inspection of the Preschool. LPA met with Director Josephine Dalt and informed her the purpose of the visit.

Staff of the Head Start Program and State Preschool Program are hired through the Santa Clara County Office of Education and fingerprint clearances are done through the Department of Education.

LPA arrived at the facility at 8:15 AM. All required post was observed. operating days and hours are Monday-Friday 07:30 AM to 05:00 PM.

During visit, LPA observed a ratio of 49 children to (12 staff). All staff present on site are associated to the facility.

LPA inspected the building inside and out with Director Josephine Dalt. The Preschool is located along side Mckinley State Elementary school a functioning school site in rooms #2,4,5 and room #6, room 3 is not being used at this time.. The Preschool classroom (s), restroom (s) for children to use and office area, storage areas, food storage areas were inspected. Furniture and equipment were observed to be age appropriate and in good condition, free of sharp, loose, or pointed parts. Restrooms for children to use were observed to be in operating conditions. There are separate staff rest rooms sick children can utilize if isolation is required, however, there is appropriate space and equipment in the classrooms to afford easy supervision of sick children by center staff with access to rest room accommodations for sick children who require to be isolated. Isolation equipment is also available.

Playground was observed to be fully enclosed by fencing. Activity schedules were posted. LPA observed play equipment were maintained in a good condition, free of hazards. Areas around and under high climbing equipment were cushioned with material that absorbs falls. There were no bodies of water observed. Director stated that facility does not have weapons on the premises. Drinking water is arranged to be readily available to children. Shade is provided by trees, building overhang, etc. First Aid kit was inspected. Functioning Smoke and Carbon Monoxide detectors observed with fully charged fire extinguishers in every classroom.
LPA reviewed a random selection of children’s files and staff file which were observed to be complete. Log recorded that the last fire/disaster drill was conducted on (1/26/23) LPA reviewed facility's sign in/out procedure and roaster.
facility provides two meals (Breakfast and Lunch) and snacks. Meals are prepared and packaged by the facility's "Nutritional Department," Kidango Services which is off site, and then deliver to the facility. LPA observed that food storage areas were clean, free of litter, rubbish, and rodents/vermin. Foods and beverages were kept protected against contamination and spoilage.

This facility provides Incidental Medical Services – Currently the facility does have children in care who requires IMS and plan is on file at center. LPA reviewed with Director Josephine Dalt the violations that would result in an immediate $500 civil penalty assessment. Director is encouraged to visit the Department’s website at www.cdss.ca.gov [Shortcut: ccld.ca.gov] to access resources for Providers, Regulations etc.
