Licensing Program Analysts (LPAs) Samantha Yip and Nancy Rodriguez conducted an unannounced annual/random inspection. LPA met with Director Sally Starz and explained the reason for the inspection. Present during the inspection were 11 children, 3 staff, 3 parent volunteers, and an aide. The staff child ratio was observed to be in compliance during today's inspection.

LPA reviewed the sign in/sign out sheet, which contains full legal signature. License, Emergency Disaster Plan, and Notification of Parent's Rights were observed to be posted.

LPAs toured the inside and outside of the facility. The facility was observed to be clean and sanitary. The furniture and the equipment, such as tables and chair were age-appropriate and in good condition; free of sharp or loose, or pointed parts. The floors were clean and free of tripping hazard. LPA observed there is sufficient amount of age-appropriate toys for children in care. Restrooms for children’s use were observed to be safe, sanitary, and in functioning condition. Storage containers for waste have tight fitted lids. Director stated that there are no weapons stored on the premise. LPAs reminded Director to place cleaning supplies, such as disinfectant wipes inaccessible to children in care. LPAs observed a fully charged fire extinguisher and smoke detector. LPA reminded Director that fire/disaster drill need to be conducted every 6 months and documented.

The outdoor activity is fenced. The playground equipment outside were maintained in safe condition. Areas around play structures were cushioned with resilient materials to absorbs falls. Shaded rest areas are provided through trees and building overhang. LPA did not observe any bodies of water. LPA reminded Director to ensure staff are doing a sweep outdoor to ensure all sheds are locked.

Facility does provide snacks to the children and does have a waiver to post menu daily. Drinking water is provided through individual water bottles.

9 children's files were reviewed during today's inspection. The records reviewed include but not limited to admission agreement. 4 parent files were also reviewed during today's inspection. LPA reminded Director to ensure all parent's immunization records are in file.

3 staff files were reviewed during today's inspection. The records reviewed include but not limited to education credits, Mandated Reporter Training, and immunization records for measles and pertussis. There is currently at least one staff on site with a valid CPR/1st, which expires on 07/10/2021. LPA discussed Senate Bill 792 (immunization records for pertussis, measles, and flu vaccines), which began in 2016 for anyone working with the children and Assembly Bill (AB) 1207 (Mandated Child Abuse Reporting Training) which is required training that began on January 1, 2018 and requires renewal every two years. Director stated that she currently does not have any children in care who requires Incidental Medical Services (IMS) services. IMS policy was discussed.

LPA provided Director with Lead Exposure pamphlet. Director is encouraged to visit the Department’s website at www.cdss.ca.gov to access resources for Providers, Title 22 Regulations, Online Licensing Forms, Adoption of new Laws, etc.

No deficiencies were cited as a result of today's inspection. An exit interview was conducted, where this report was discussed and provided to Director Sally Starz. A NOTICE OF SITE VISIT WAS ISSUE AND MUST BE POSTED FOR 30 CONSECUTIVE DAYS.
